This is a formal request for discussion for the creation of the newsgroup
rec.food.veg.cooking (moderated). This proposal is being posted to
news.groups, rec.food.veg, rec.food.cooking, rec.food.recipes, and
sci.med.nutrition. The followup is set to news.groups and followup
discussion will take place there.

This newsgroup will be co-moderated by Marty Banschbach and Sridhar
Venkataraman, with back-up moderation being provided by Tom Molnar.
Moderation policies and submission guidelines will be decided by these
three moderators, as appropriate.

Charter: Discussion on any matters related to vegetarian foods, cooking,
and diet with an emphasis on nutritional data and vegetarian recipes.
Recipes will be classified by use of keywords for easy identification of
which catagory they fall into (vegan, ovo, lacto, etc).

Rationale: Vegetarian diets can be viewed as therapeutic in comparison to
the standard American diet. Over time, more people will investigate it as
a healthier way of eating. If the focus of the newsgroup is on the choice,
procurement, preparation, and nutritional aspects of vegetarian foods in
the absence of moral overtones, then it could prove interesting to many
omnivores seeking to improve their diet.

Currently rec.food.veg is an important forum for vegetarians who embrace
the lifestyle to discuss ethical matters relevant to their beliefs. Yet
there are many people that have an interest in vegetarianism, but who are
intimidated by such passionate discourse. Rec.food.veg.cooking would
provide a haven, so to speak, for those people interested only in the
cooking side of vegetarianism. This newsgroup is not meant to draw away
>from rec.food.veg, but instead, to act as a companion newsgroup.

Normal newsgroups creation guidelines will be followed. Discussion will
take place for at least 21 days from this posting, after which a Call For
Votes will be sent out. The vote will be conducted by a neutral third
party.

MODERATION INFO
---------------

This newsgroup will be co-moderated by Marty Banschbach and Sridhar
Venkataraman, with back-up moderation being provided by Tom Molnar and
Gwen Garrision. Moderation policies and submission guidelines will be
decided by these four moderators, individually or in consultation, as
deemed appropriate.

This newsgroup will use the following account to receive all submissions:
"[email protected]" which are then forwarded to the co-moderators
for review. When a co-moderator will not be able to review submissions in
a timely fashion, the back-up moderators will receive and post the
submissions for this newsgroup.

Sridhar Venkataraman will handle all recipe posts and Marty Banschbach
will handle all other posts coming into r.f.v.c. Each co-moderator is
responsible for developing guidelines for posts in their area and for
developing and maintaining FAQ's for their area. Each co-moderator is
also responsible for arranging for one of the back-up moderators to handle
their duties whan they will not be available.

Selecting additional back-up moderators, or replacing the co-moderators,
will be handled by the four individuals named above.

CHARTER
-------

Discussion of matters related to the procurement, preparation, cooking,
nutritional value and eating of vegetarian foods. It will be a
depository for vegetarian recipes which may be cross-posted to other
groups interested in receiving vegetarian recipes. Recipes will be
archived for easy access and they will be classified by the use of
keywords for easy identification (vegan, ovo, lacto, ovo-lacto).
Identification of recipes as very low-fat (VLF) and low-fat (LF) will
be done, plus any other keywords the moderators feel will be useful.

Rationale: The vegetarian diet is becoming more widely known as both
therapeutic (treatment of existing disease such as heart disease) and
preventative (healthier diet which may prevent certain diseases). This
newsgroup is intended to function as a general forum for vegetarians to
post recipes and discuss vegetarian cooking in an environment that will
encourage non-vegetarians to participate and learn about the vegetarian
diet from a cooking and nutritional perspective.

The existence of this newsgroup does not imply restrictions of any sort
on the content or scope of any other existing newsgroup. This newsgroup
may serve as a conduit to rec.food.veg, where all aspects of the
vegetarian diet can be fully explored. This can be accomplished through
the posting of FAQ's which point to rec.food.veg and fully explain all
the areas covered there.

HOW TO VOTE
-----------

You should send E-MAIL (posts to a group are invalid) to:

      [email protected]

Just replying by E-MAIL to this message should work, assuming you are
reading this using standard newsreader software. Your mail message
should contain one and only one of the following statements:

      I vote YES on rec.food.veg.cooking
      I vote NO on rec.food.veg.cooking
      I ABSTAIN on rec.food.veg.cooking
I CANCEL my vote on rec.food.veg.cooking

You may add a comment, or use other wording, but only a definite,
unconditional, unambiguous statement for or against the creation of
rec.food.veg.cooking will count as a vote.

Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely.
(This is the only difference between the two.)

If you later change your mind you may vote again; only your last valid
vote will count.

All votes will be acknowledged by E-mail. If you don't receive an
acknowledgment within a few days of your vote, vote again. It is your
responsibility to make sure your vote is registered correctly.

Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. If you attempt multiple votes or
other vote fraud, all your votes may be canceled and your name published.

RESULT
------

The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.

There will then be a five-day period during which the published vote
list may be corrected and any irregularities addressed. The
requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes being YES.
