This is a formal Request For Discussion (RFD) for the creation of a world-wide unmoderated Usenet newsgroup sci.crypt.random-numbers. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below. RATIONALE: sci.crypt.random-numbers There is no appropriate newsgroup for the discussion of random numbers and their generation. Such discussions currently takes place in several different groups, and generally annoys the majority of those groups readerships. sci.crypt receives more post on this subject than any other newsgroup, and for legacy reasons I suggest placing the group under the sci.crypt hierarchy., despite the many other hierarchies which might claim title to the topic. CHARTER: sci.crypt.random-numbers sci.crypt.random-numbers is for the discussion of random number generators, both "true" (hardware) and "pseudo" (software), and anything else related to the science of randomness. Fit topics include but are not limited to; New designs and questions about hardware and software random number generators. Questions about the nature of randomness and the definition of randomness. This is NOT a place to post lists of random numbers. END CHARTER. PROCEDURE: This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it. Please do not attempt to vote until this happens. All discussion of this proposal should be posted to news.groups. This RFD attempts to comply fully with the Usenet newsgroup creation guidelines outlined in "How to Create a New Usenet Newsgroup" and "How to Format and Submit a New Group Proposal". Please refer to these documents (available in news.announce.newgroups) if you have any questions about the process. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below. CHANGES from previous RFD: The name (location) was changed from sci.crypt.random-numbers to sci.misc.random-numbers. "and" was replaced with "or" in the charter. Newsgroup line: sci.misc.random-numbers	Random numbers and their creation. RATIONALE: sci.misc.random-numbers There is no appropriate newsgroup for the discussion of random numbers and their generation. Such discussions currently takes place in several different groups, and generally annoys the majority of those groups readerships. Because of the broad nature of the topic, this group doesn't fit well into any of the existing hierarchies hence it's placement under sci.misc. sci.math.random-numbers seems inappropriate because the discussion of how to build hardware to collect random-numbers isn't a "math" topic. sci.crypt is where most of the discussion of this topic had taken place, but random-numbers aren't limited to cryptography. In particular, new psuedo random numbers are rarely cryptographically secure, but of interest. sci.random-numbers seems inappropriate since the expected volume of traffic doesn't warrent a top-level hierarchy. CHARTER: sci.misc.random-numbers sci.misc.random-numbers is for the discussion of random number generators, both "true" (hardware) and "pseudo" (software), or anything else related to the science of randomness.
