The bit.listserv groups are mailing lists that have gateways into Usenet: these gateways would be moved to the new newsgroups. This proposal does not directly affect the mailing lists in any way. This proposal is made with the consent or at the request of the owners of the lists in question. EDSTAT-L is for discussion of undergraduate-level statistics questions. This is unique: the group should not merge with any of the other groups. The list owner requests that the Usenet group name be without "-L". STAT-L and sci.math.stat are similar, and there is routine cross-posting between the two. But STAT-L has many e-mail subscribers who would not relish the additional traffic should the two groups be combined. SAS-L is for discussion of usage and statistical applications of the SAS package. These discussions have always tended to be of a very statistical nature; SAS-L does not fit well in the comp.* hierarchy. SPSSX-L is specifically for discussion of usage and applications of the SPSSX statistical package. It is much like the SAS-L group. These lists have active, established memberships and collective identities, so I propose not to change their names: now is the time to discuss this. Moving these groups into the sci.* hierarchy would make them easier to locate by Usenet readers, and more widely distributed. I suggest moving sci.math.stat as well because it doesn't really fit into the sci.math.* hierarchy and it would fit naturally with the other statistics groups in a sci.stat.* hierarchy. A note to mailing list subscribers: There is a formal process for Usenet newsgroup creation and modification. This proposal represents the first step in the process. If there is general agreement, future steps would include a formal call for votes (CFV), to be submitted voluntarily by readers via e-mail to a designated address. If at the end of the voting period there are 2/3 and at least 100 more Yes than No votes, then the Usenet powers-that-be will put the necessary changes into effect. This proposal will not affect the configuration of the mailing lists, only the Usenet newsgroups to which they are gated. -- Una Smith Biology Department [email protected] Yale University New Haven, CT 06511 From [email protected] Thu Jun 3 17:13:30 1993 Path: uunet!bounce-back From: [email protected] (Una Smith) Newsgroups: news.announce.newgroups,news.groups,sci.math.stat,bit.listserv.stat-l,bit.listserv.edstat-l,bit.listserv.sas-l,bit.listserv.spssx-l Subject: 2nd RFD: sci.stat.* hierarchy Followup-To: news.groups Date: 3 Jun 1993 12:22:29 -0400 Organization: Department of Biology, Yale University Lines: 35 Sender: [email protected] Approved: [email protected] Message-ID: <[email protected]> NNTP-Posting-Host: rodan.uu.net Xref: uunet news.announce.newgroups:3654 news.groups:73309 sci.math.stat:6833 bit.listserv.stat-l:5473 bit.listserv.edstat-l:1626 bit.listserv.sas-l:15897 bit.listserv.spssx-l:2349 REVISED Request for Discussion Proposal change to (original RFD) -------------------------------------------------------------- sci.math.stat sci.stat.math (sci.stat.misc) bit.listserv.edstat-l sci.stat.edu (sci.stat.edstat) bit.listserv.stat-l sci.stat.consult (sci.stat.stat) bit.listserv.sas-l comp.soft-sys.sas (sci.stat.sas) bit.listserv.spssx-l comp.soft-sys.spss (sci.stat.spssx) Status Unchanged Comments The original RFD of 10 May 1993 is hereby ammended. Because these name changes were proposed informally within a week of the original RFD, and were well-received by the participants of all 5 groups, I will close the discussion period and post the call for votes (CFV) on 10 June 1993. The CFV will give explicit instructions on how to vote. The bit.listserv groups are mailing lists that have gateways into Usenet: these gateways will be moved to the new newsgroups. The other 4 groups are mailing lists for discussion of statistics, with varying emphasis; they are all mature and popular mailing lists with high volumes of traffic, which has driven them to establish two-way gates to Usenet. This CFV is offered to reorganize these groups in order to enhance distribution and readership. HOW TO VOTE Please vote for each proposed change separately, using the formula: I vote X on sci.stat.math I vote X on sci.stat.edu I vote X on sci.stat.consult I vote X on comp.soft-sys.sas I vote X on comp.soft-sys.spss Where "X" is "yes" or "no". You can put them all in a single e-mail message. Send your votes to [email protected] (the original sender of this CFV). Please use the Subject "CFV: sci.stat.* hierarchy". Votes will be accepted until 12:00 noon US Eastern Std. Time on 10 July. VOTING RULES You must use the format specified above because your vote will be tallied using a computer program. You must vote via e-mail to [email protected]: votes sent via the mailing list/newsgroup will *not* be counted. Only correctly formatted votes received before 12:00 noon US EDT on 10 July will be accepted. You may vote only once, no matter how many computer accounts you have. Forwarded or proxy ballots are not allowed. If you do vote more than once, only the last vote received will be counted. This allows you the luxury of changing your mind. You may vote only on the proposal as stated. Please do not distribute this CFV. If you wish to draw attention to the vote, you may inform others that there is a vote underway, and where you saw this CFV. This CFV will be re-posted during the voting period, to give latecomers a chance to vote. For a Usenet proposal to pass, there must be at least 100 more YES votes than NO votes and at least 2/3 of all votes must be YES. You may abstain simply by deleting the appropriate line(s), or by not voting at all. Receipt of all votes will be acknowledged periodically. Once the voting period ends, the votes will be tallied and the results posted in news.announce.newgroups, news.groups, and the 4 bit.listserv.* groups in question. The results will include a list of all voters and how they voted, so that each voter can verify that his or her vote was counted properly. The 1st and 2nd CFV's were posted on 10 June and 2 July. All improperly formatted votes were returned to the sender with instructions on how to format and re-submit the vote. All votes were acknowledged individually via e-mail, with the exception of two votes for which return addresses were invalid and impossible to decipher. All duplicate votes that could be identified were removed before counting the votes, and all votes have been retained. Voting ended at 12:00 noon EST on 10 July. (One vote was received soon after the deadline, but was included, as it does not affect any outcome.) Below is a list of all voters, sorted by username, showing how each one voted, so that each voter can verify that his or her vote was counted. If you voted, please inspect this list to verify your vote.
