This is a formal Request for Discussion on the creation of an unmoderated
newsgroup, sci.geo earthquakes

This RFD has been posted in accordance with the guidelines for Newsgroup
creation. The language is based on previously submitted RFDs. The RFD is

CHARTER

sci.geo.earthquakes
   ----------------

For discussions relating to earthquakes (worldwide). Appropriate topics
include but are not necessarily limited to:

   seismicity and seismological techniques
   measurement of earthquakes
   recent and significant historical earthquakes
   causes of earthquakes
   sources of earthquake data
   secondary phenomena associated with earthquakes
geological techniques employed in earthquake hazard identification
   earthquake safety (in general)
   techniques for mitigating earthquake hazards
   earthquake prediction technology
   seismic parameters for structural design

RATIONALE

ca.earthquakes is a fairly high-volume regional newsgroup devoted to
discussion of earthquakes in California. However, judging from the
posts in that newsgroup, earthquakes and earthquake mitigation are
topics of worldwide interest. Several past posts to ca.earthquakes
originate outside California and seek information about earthquake
history in other areas (New Madrid, for example), but aren't also being
posted to sci.geo.geology. Thus ca.earthquakes seems to be appearing as
a substitute for a more focussed newsgroup (i.e., sci.geo.earthquakes).
It also is often stated that ca.earthquakes is carried at sites located
far from California, but complaints have been received that site
administrators of some non-California sites won't carry the newsgroup.

FUTURE CALL FOR VOTES

After a discussion period of 21-30 days, if there are not overwhelming
objections to any of the proposed groups, there will be a Call For Votes
posted to the groups as this RFD. The voting period will be at least 21
days.

HOW TO VOTE

IMPORTANT: A YES vote for this group indicates that you have read this
CFV and that you would participate in this group if it were created.
A NO vote indicates that you would participate in a group with this
charter but object to the name or the moderation status. If you have
no desire to participate, then please do not vote.

Send MAIL to: [email protected]

Just Replying should work if you are not reading this on a mailing
list.

The subject in your mail message must contain the name of the group to
allow your vote to be correctly handled by an automated vote-counter,
if you do not do this you will receive a message asking you to
resubmit your vote with the name of the group that you are voting for
in the subject line.

Please do not quote the entire CFV in your vote, it will confuse the
automatic vote counter and will earn you a duplicate vote message.

Your mail message should contain one of the following statements:

      I vote YES on sci.geo.earthquakes
      I vote NO on sci.geo.earthquakes

You may also ABSTAIN in place of YES/NO - this will not affect the
outcome. All votes should be submitted in english ASCII text.
Anything else may be rejected by the automatic vote counting program.
The votetaker will respond to your received ballots with a personal
acknowledgement by mail - if you do not receive one within several
days, try again. It's your responsibility to make sure your vote is
registered correctly.

Only one vote per person, no more than one vote per account. No votes
will be accepted from system accounts (i.e. root, news, uucp) or
anonymous accounts. Addresses and votes of all voters will be
published in the final voting results list.

This is an addendum to the ongoing Call for Votes (CFV) for creating a
new Usenet group named sci.geo.earthquakes.

The CFV included these voting instructions:

> IMPORTANT: A YES vote for this group indicates that you have read this
> CFV and that you would participate in this group if it were created.
> A NO vote indicates that you would participate in a group with this
> charter but object to the name or the moderation status. If you have
> no desire to participate, then please do not vote.

The vote taker reports that he had pulled in an experimental draft
instead of the normal template and is sorry for the mistake. It is
not a serious enough problem to cancel and restart the CFV,
inconveniencing many people who have already voted appropriately.
This message is being sent to the same places as the original, and an
explanatory note will also be sent to all of the people who have
already voted. The paragraph will be elided from the second CFV.

For voting questions only, including getting a copy of the CFV if you
cannot find it in news.announce.newgroups, contact Dave Cornejo
<[email protected]>. For questions concerning the proposed group
please contact the proponent, Ted Smith <[email protected]>.
