RATIONALE (copied from the final RFD): It appears, from the discussion that has gone on so far in news.groups, that there is a need for a place to discuss issues which affect the lives of USA citizens and permanent residents who are of Asian Indian background. It is believed that many of these issues are very different in scope and nature than those discussed in the soc.culture.indian group and would be better addressed by the creation of a new group. VOTING PERIOD The voting period starts when this CFV is posted and lasts for 21 days. Votes received after 24:00 GMT on ........ will not be counted. HOW TO VOTE Vote by sending mail to [email protected], with the word YES or NO (case immaterial) in the subject line. If you use rn or a similar news reader, you can use r (reply), edit YES or NO into the Subject line, and mail. Then your vote would appear as one of the following: Subject: YES soc.culture.indian.american Subject: NO soc.culture.indian.american Votes which do not contain yes or no in the Subject line, or which are sent to me instead of 'votes', will cause me extra work but will still be counted if unambiguous. Ambiguous votes and any posted votes will not be counted. If your mailer will not accept mail to the above address try votes%[email protected] or ...uunet!mcsun!stl!votes Votes will be acknowledged by mail, but any acknowledgement that bounces will not be re-tried. There will also be at least one mass acknowledgement posting to news.groups. The final vote tally will be posted at the end of the vote, including a list showing how everyone voted. If you vote more than once only the most recent vote received will be counted as valid. ANSWERS TO QUESTIONS soc.culture.indian.american already exists; why are we voting again? There were a number of concerns about the way the original vote was conducted, so it has not been listed as an official Usenet group, and many news administrators have not created it on their systems. This vote will settle the question one way or the other. If the vote passes, will soc.culture.indian.american be accepted? David Lawrence will send out a newgroup message, and the group will be added to Gene Spafford's list of groups. News admins will be asked to carry the group; as usual they have the final say over their systems. If the vote fails, what will happen to soc.culture.indian.american? News admins will be asked to remove the group. Discussions currently in SCIA could continue in soc.culture.indian Why does the group not have a different name? Because when the suggested names were put to a straw poll in news.groups, soc.culture.indian.american had the largest support. As it is for American citizens/residents, why is it not a usa. group? The original proposal for this news group long pre-dates the usa. proposals, and the usa. distribution is not established yet. Also, soc.culture.indian.american already exists on many systems and its status needs to be resolved. Why are you taking the vote when JLM did all the work during the discussion? Because he asked me to. It has been agreed that it would be best for this re-vote to be carried out by someone not directly involved, and I volunteered. I am neither Indian nor American, and I shall not be casting a vote either way on this proposal. Why didn't the CFV come out last week as it was supposed to do? Sorry about that; I was too busy being active in a *real* election, about who'll rule the UK for the next 4-5 years. (FYI, I was part of the 57% who lost). -- Regards, David Wright BNR Europe Ltd, London Road, Harlow, Essex CM17 9NA, UK [email protected] ...uunet!mcsun!ukc!stl!dww PSI%234237100122::DWW /g=David/s=Wright/org=STC Technology Ltd/prmd=STC plc/admd=Gold 400/co=GB From [email protected] Tue May 5 12:06:57 1992 Xref: uunet news.announce.newgroups:2290 news.groups:50333 soc.culture.indian:84641 soc.culture.indian.american:2075 soc.culture.asian.american:11596 soc.culture.usa:4642 soc.culture.misc:2928 Newsgroups: news.announce.newgroups,news.groups,soc.culture.indian,soc.culture.indian.american,soc.culture.asian.american,soc.culture.usa,soc.culture.misc Path: uunet!bounce-back From: [email protected] (David Wright) Subject: 2nd CFV and VOTE ACK: soc.culture.indian.american Message-ID: <[email protected]> Followup-To: poster Sender: [email protected] (David C Lawrence) Reply-To: [email protected] Organization: BNR Europe Limited, London Road, Harlow, Essex, UK Date: Tue, 5 May 1992 15:54:49 GMT Approved: [email protected] Lines: 290 CALL FOR VOTES and Mass Acknowledgement for soc.culture.indian.american NOTE: Following a request posted in news.groups, this second CFV is being sent to several additional news groups. I am neither Indian nor American, and I shall not be casting a vote either way on this proposal. VOTES UNDER INVESTIGATION Before giving the list of voters to date, I must regretably inform you all that there appear to have been irregular votes from one location, both multiple voting and personation (voting in the name of another user). I am investigating this, and until I can confirm which votes from that location are genuine I am not counting any of them. Here as an example are three of the votes I am not accepting without further investigation: DSG4207 <[email protected]> Dilawar Grewal <[email protected]> [email protected] (Dilawar Grewal) MASS VOTE ACKNOWLEDGEMENT Excluding votes under investigation, 172 votes from 153 different host addresses have been recieved to date, as at 23:00 GMT on 4th May 1992. The total of 258 votes came from 217 different host addresses. There will be a five day period for corrections, but unless they alter the result massively, the group will not be created. In fact, the group already exists at many sites, so as stated in the CFV news admins will be asked to remove the group and/or alias it to soc.culture.indian. David Lawrence will send out the rmgroup message in due course. Few "Yes" voters provide comments, but quite often "No" voters do. In this case, a few people voted no because they objected to Alok, some said that the group was not needed (soc.culture.india would suffice), but most comments were that the name was unsuitable. One voter "would have voted yes for a usa.* group". Some said that the name caused too much confusion with the indigenous American peoples, and a few voters identified themselves as being from one of the indigenous tribes. VOTE VALIDATION Many of you will remember that when this group was voted on a few months ago, sufficient people felt that the vote was flawed that the group was not accepted by many news administrators, nor did it appear in Gene Spafford's newsgroup list. My objective in running the re-vote was to carry out an impartial and accurate poll, in order to settle the status of the group one way or the other. In doing this, I decided to check the votes very carefully, and obtain some form of confirmation on the few that appeared suspicious. In fact had I been less careful the overall result would have been the same, but I felt it important to operate as if the result was going to be close. Thank you for your patience while I have been making these checks. In the second CFV I stated: > If you vote more than once from the same address, only the most recent vote > received will be counted as valid. If you vote more than once from > different sites in an apparent attempt at a vote fraud, I may reject all > your votes, and publish the fact and your name to the net. Sending multiple votes from different accounts in the hope that the vote taker will not notice is, in my opinion, a fraudulent practice. Anyone who does this should not be allowed to benefit by it. There were several duplicate votes, including people who changed their minds; that is of course allowed. However, there were a few cases of duplicate votes from different addresses, and where I was able to detect these I queried them. One was clearly an honest mistake; in another case the voter claimed that his other account "must have been used by a friend" so I counted his vote once and dropped the vote which he claimed had been forged in his name. That left two people, both of whom replied to my mail but did not validate their votes. The "votes" that I am not counting are: Voted YES twice (and claimed that there was no rule against it): [email protected]	) Known to be the same person [email protected]	) (Did the same thing on SCIA straw poll) Voted NO 3 times (and refused to provide validation information): DSG4207 <[email protected]> Dilawar Grewal <[email protected]> [email protected] (Dilawar Grewal) One person initially told me he had not sent me any vote (and thus his mail had been forged). Two weeks later he changed his statement and said he HAD voted but had forgotten doing it, and provided validation information which a forger would probably not have known, so I have counted his vote. In the meantime I had asked validation questions from all other voters from his site. I thank them here for providing the information I requested. One withdrew their vote rather than validate it, so it does not appear below.
