This RFD has been posted in accordance with the Guidelines for Newsgroup Creation. Its language is based on previously submitted RFDs. The RFD is being cross-posted to the following relevant news groups :    news.announce.newgroups, news.groups, soc.culture.african, soc.culture.misc  NOTE : Follow ups are defined to ensure that further discussion takes place in news.groups only. Please watch this group if you are interested in the ensuing  discussion.  CHARTER  The soc.culturs.malagasy newsgroup will be open to discussion of all subjects specifically referring to Madagascar or malagasy culture. This newsgroup will be created for reasons including, but not restricted to the following points :  * To encourage understanding and discussion of Madagascar culture, in the many  ways people wish to define it.  * To motivate people for the preservation of the nature (for example the threatened animals).  * To act a resource for Malagasy people who wish to use the Internet and for people whowish to encourage the development of the Internet in Madagascar.  * To provide a forum for the understanding, use and support of the Malagasy language.  RATIONALE  A thousand internet users originally from Madagascar exist around the world and want to connect each other. There is a sufficient demand for a forum to discuss specifically Malagasy topics.  The malagasy culture is unique. An exceptional culture where Africa's colours mingle with Asia's mysteries. This unique fusion of diverse cultures means that there is currently no newsgroup that can serve as a forum for all Malagasy people to discuss uniquely this issues.  This is an original RFD, it seems logical that soc.culture.malagasy should be created.  PROCEDURE  Please post any response to this message to news.groups.
