All comments regarding this proposal should be posted in news.groups.  **This article will be cross-posted to soc.culture.mexican and  soc.culture.latin-america.  =======================================================================  CHARTER ------- Name:           soc.culture.mexican.american Status:         unmoderated Description:    Mexican-American/Chicano culture, politics, and society.  1) Purpose:   Soc.culture.mexican.american will be a newsgroup dedicated to the discussion of issues relating to the life, culture, history, and politics of people born in the USA of Mexican descent.  Regardless of its official name, this newsgroup will serve as a forum for all the millions of people born in the US of Mexican heritage who identify themselves as Chicano, Chicana, Mexican-American, Mexican, etc. The newsgroup will provide a place for Mexican-Americans/Chicanos in universities, industry, government, and elsewhere to exchange information and to encourage better communication of ideas. It will also be a place where others can learn more about this unique culture and participate in discussions.     2) Background:  Although there currently exists related newsgroups such as soc.culture.mexican, and soc.culture.latin-america, people born in the US of Mexican descent can't always identify with these groups. A group is needed where the interests are the issues that affect us in the USA -- a group dedicated to our cultural, historical and political growth. A number of electronic mailing lists exist to provide a means of communication among Mexican-American/Chicano college students. This newsgroup will be an extension to such lists to encompass a wider audience beyond the university setting and to foster communication among the different groups. Both the names Chicano and Mexican-American seem recognized by people from different ages, interests, and occupations, yet the name chosen for the draft proposal is mexican.american since it seemed to be the more widely accepted term. However, this charter is provisional and is subject to the wishes of the people it will serve.  3) Posting Policy:  Soc.culture.mexican.american will be unmoderated. Contributors must use their own judgment to decide the relevance of their articles to the topics discussed in the newsgroup.  Discussions that are only relevant to very few individuals should be moved to e-mail.      4) Language:  We expect both English and Spanish to be the dominant languages in the newsgroup.
