Justification ------------- BORIKEN, a list server run by the University of Puerto Rico, is currently the only electronic forum that is completely dedi- cated to the open discussion of issues related to Puerto Rico. What started two and a half years ago as a small experiment, has become a list with over 200 participants interchanging messages. Due to the increase in traffic within the list server, the possi- bility of creating soc.culture.puerto-rico has been proposed and discussed by members of the list. In the past, issues related to Puerto Rico have been dis- cussed in soc.culture.latin-america. However, these discus- sions have been, for the most part, limited to major political issues (e.g., the current political relationship between Puerto Rico and the United States of America) and do not describe the social, cultural, and political activity that develops within puertorican society. We also note the existence of soc.culture.caribbean. This latter group, however, concentrates on issues relating to the Lesser Antilles and Jamaica, and uses English as the primary language for discussion. As with soc.culture.latin-america, we expect Spanish to be the primary language of soc.culture.puerto-rico. Charter ------- Soc.culture.puerto-rico will be a newsgroup dedicated solely to the discussion of issues related to the life, culture, and poli- tics affecting the nearly 6 million puertoricans living in the island, in the mainland USA, and around the world. We propose the newsgroup to be unmoderated, but leave this option open for discussion in accordance with the guidelines. Spanish is Puerto Rico's principal language. Thus we expect Spanish to be the dominant language in the newsgroup. Neverthe- less, a large part of puertoricans who have access to USENET know and use English as a second language. Therefore, articles writ- ten in English will be as welcomed as those written in Spanish. All comments regarding this proposal should be posted in news.groups (note the Followup-To line).
