This is a formal Call For Votes (CFV) for the formation of a new Usenet
newsgroup, comp.sys.stratus, as described below.  The RFD for this
group was originated by Bob Wise ([email protected]) and was posted
in news.announce.newgroups on August 4th 1992.  Discussion in
news.groups in the ensuing 30-day period has been favourable, and no
significant objections to the group's name or charter have been raised.

The newsgroup will be constituted as follows:

    Name:	comp.sys.stratus

    Status:	unmoderated

    Charter:    Discussion of Stratus hardware and any and all software
		that runs on it.  Discussion will include Stratus
		hardware badged by other vendors, including the IBM
		System/88 and the Olivetti CPS-32 lines, and will
		include the VOS, FTX I (SVR3) and FTX II (SVR4)
		operating systems and applications executing over those
		operating systems.

Vote addresses:

	"Yes" votes (in support of the formation of comp.sys.stratus as
	described) should be sent to

	"No" votes (in opposition to the formation of comp.sys.stratus
	as described) should be sent to

		[email protected]

	You may change your vote at any time before the expiry of the
	voting period by simply submitting a new vote.  The last vote
	to be cast by any given individual before the end of the voting
	period will be counted; earlier votes cast by that individual
	will be discarded.

Vote format:

	Votes should carry a subject line confirming the voter's
	intent, either "I vote yes on comp.sys.stratus" or "I vote no
	on comp.sys.stratus" as appropriate.  Variations in subject

Voting opened on September 4th and closed at midnight on October 2nd
1992.  In that period a total of 203 votes were received, 192 in favour
of the creation of the newsgroup and 11 opposing its formation.  One
ambiguous vote remained unresolved at the close of voting.

These results exceed the guideline requirements for the formation of a
new newsgroup, which are that there be at least 100 more votes in
favour of the group than against, and that at least two thirds of the
votes be in favour.

The guidelines now call for a five-day waiting period, beginning when
this posting appears in news.announce.newgroups, during which
objections to the vote tally or vote procedures may be raised.  The
appropriate forum for such discussion is news.groups, to which
followups have been directed.

If no serious objections are registered by the end of the waiting
period the group will be created by David Lawrence, moderator of
news.announce.newgroups.

Of the 192 "yes" votes, 103 were from Stratus itself, and 22 were from a
system called "shared".  It really looks like someone ran some /etc/passwd
files through an automated yes-vote sender.

I have no objection to the group in principle, but it would be nice if the
vote showed a sufficient of support from users at more than two sites.
