RATIONALE: all groups

Soc.genealogy.surnames is a moderated newsgroup which provides a place
for genealogists to ask for information about ancestors worldwide.
The moderation only applies to the subject lines, and since late 1996
has been handled by an automoderation routine which is working well.

(Soc.genealogy will be shortened to s.g. in some of this RFD)

Soc.genealogy.surnames is heavily used, as are some of the regional
soc.genealogy groups.  We need to plan now for a reorganization of the
groups where newsgroup evolution has reached the stage of having a lot
of messages which complain about how other people are using the group.

As surnames queries contribute to the growth of every regional group,
and as many of the complaints ask people to use s.g.surnames for those
messages, this plan for a reorganization of s.g.surnames should
benefit the two largest groups now and can be extended to other regional
groups as they continue to grow.  We expect searching and reading to
be improved noticeably for non-USA readers by having subgroups for
posts relevant to several regions with the heaviest traffic.

S.g.uk+ireland and s.g.german have reached an overload state of 150
or more posts per day and their readers are now asking for splits of
their groups in order to make reading more manageable.  In both
groups, people are suggesting a surnames group for that region only.

The number of posts in both groups which could properly be moved from
the regional groups to s.g.surnames is significant, but finding a way
to persuade people to move the posts is difficult, in great part
because the current s.g.surnames is dominated by posts from Americans
and about American locations.  If the posters could be persuaded to
move surnames queries to s.g.surnames, s.g.surnames will then be so
big as to need immediate subdividing.

Two options for creating regional surnames groups are:
s.g.REGION.surnames and s.g.surnames.REGION.  A split of a regional
group "X" into s.g.X.misc, s.g.X.surnames, etc.  runs into a conflict
with the s.g.surnames name and group and will likely cause confusion.
Separate moderation schemes and moderators for each regional surnames
group is an added burden to be avoided.   Since the automoderation of
s.g.surnames can be modified to make it simple to have posts sent to
an appropriate s.g.surnames.X group, using the same moderator address
and the same moderation rules, it seems more logical to subdivide
s.g.surnames at this time.  This proposal allows for adding future
groups in an orderly manner as need arises.

A great majority of current posts to s.g.surnames now include USA
locations.

in a separate surnames group.  The discussions among s.g.uk+ireland
participants and the numbers of posts now about Ireland has convinced
us of the advisability of asking to separate Irish posts from British
ones at this time.  An RFD for a split of s.g.uk+ireland is now being
prepared with this division and these names.

studying the same families.  Posting of surname queries in magazines
and newsletters has been a popular method of genealogical inquiry
for decades, and on-line queries are posted to most genealogy
newsgroups, although soc.genealogy.surnames is the group which was
designed for such messages.

Many queries are for people who are known to have migrated from one
country to another.  Those messages are useful for readers from
any area through which the person migrated, and can be effectively
posted to more than one regional surnames newsgroup.

Searching through the many queries, both on-line and in the archives,
is much easier when subject lines are formatted uniformly.  All the
regional soc.genealogy.surnames groups will continue to use the format
developed for subject lines of posts to soc.genealogy.surnames, which
requires a subject line with three fields separated by semi-colons:
NAME (in caps); Place(s); Date(s)

In order to assure that this format, or any other format which may be
later introduced by the moderators, is used for each post, the groups
will be moderated.  The automoderation software, already successfully
implemented for soc.genealogy.surnames, will moderate all the surnames
groups.  It will be modified to receive all queries and to post them
only to relevant groups by cross-posting to the groups which are
mentioned in the "places" part of the subject line.  Posters will be
informed of any changes made by the automoderator to the Newsgroups
line of their post.

Messages which do not arrive with the subject line in the prescribed
format will be returned to the poster for modification of the subject
line.  An explanation of what information is missing and helpful
suggestions for revising the subject line will be included with a
copy of the original post, and the email address for the human

RATIONALE: all groups

Soc.genealogy.surnames is a moderated newsgroup which provides a place
for genealogists to ask for information about ancestors worldwide.
The moderation only applies to the subject lines, and since late 1996
has been handled by an automoderation routine which is working well.

(Soc.genealogy will be shortened to s.g. in some of this Rationale)

Soc.genealogy.surnames is heavily used, as are some of the regional
soc.genealogy groups.  We need to plan now for a reorganization of the
groups where newsgroup evolution has reached the stage of having a lot
of messages which complain about how other people are using the group.

As surnames queries contribute to the growth of every regional group,
and as many of the complaints ask people to use s.g.surnames for those
messages, this plan for a reorganization of s.g.surnames should
benefit the two largest groups now and can be extended to other regional
groups as they continue to grow.  We expect searching and reading to
be improved noticeably for non-USA readers by having subgroups for
posts relevant to several regions with the heaviest traffic.

S.g.uk+ireland and s.g.german have reached an overload state of 150
or more posts per day and their readers are now asking for splits of
their groups in order to make reading more manageable.  In both
groups, people are suggesting a surnames group for that region only.

The number of posts in both groups which could properly be moved from
the regional groups to s.g.surnames is significant, but finding a way
to persuade people to move the posts is difficult, in great part
because the current s.g.surnames is dominated by posts from Americans
and about American locations.  If the posters could be persuaded to
move surnames queries to s.g.surnames, s.g.surnames will then be so
big as to need immediate subdividing.

Two options for creating regional surnames groups are:
s.g.REGION.surnames and s.g.surnames.REGION.  A split of a regional
group "X" into s.g.X.misc, s.g.X.surnames, etc.  runs into a conflict
with the s.g.surnames name and group and will likely cause confusion.
Separate moderation schemes and moderators for each regional surnames
group is an added burden to be avoided.   Since the automoderation of
s.g.surnames can be modified to make it simple to have posts sent to
an appropriate s.g.surnames.X group, using the same moderator address
and the same moderation rules, it seems more logical to subdivide
s.g.surnames at this time.  This proposal allows for adding future
groups in an orderly manner as need arises.

RATIONALE: soc.genealogy.surnames.britain

A significant number of current posts now in s.g.surnames include some
British location and a large number of posts in s.g.uk+ireland are
messages about British surnames.  The discussions among s.g.uk+ireland
participants and the numbers of posts now about both Britain and
Ireland has convinced us of the advisability of asking to separate
Irish posts from British ones at this time.

A significant number of current posts now in s.g.surnames include
Canadian locations.

RATIONALE: soc.genealogy.surnames.german

A significant number of current posts now in s.g.surnames include some
German location and a large number of posts in s.g.german are messages
about surnames which should better be placed here.

This group will receive all the surnames posts, and will be the only
place where "SURNAME; anywhere; anytime" posts are posted.  For the
purposes of searching an archive and for those who wish to download
the entire set of surnames posts, this will be the group of choice.
The automoderator at this group will scan the Subject lines of all
incoming posts and, if the subject line is in the proper format, will
cross-post the message to s.g.surnames.global and to each of the other
s.g.surnames groups mentioned in the subject line, and to no other
soc.genealogy group, regardless of the Newsgroups: line.

Subject lines in s.g.surnames have a set format of three fields

Soc.genealogy.surnames is a moderated newsgroup which provides a place
for genealogists to ask for information about ancestors worldwide.
The moderation only applies to the subject lines, and since late 1996
has been handled by an automoderation routine which is working well.

(Soc.genealogy will be shortened to s.g. in some of this Rationale)

Soc.genealogy.surnames is heavily used, as are some of the regional
soc.genealogy groups.  We need to plan now for a reorganization of the
groups where newsgroup evolution has reached the stage of having a lot
of messages which complain about how other people are using the group.

As surnames queries contribute to the growth of every regional group,
and as many of the complaints ask people to use s.g.surnames for those
messages, this plan for a reorganization of s.g.surnames should
benefit the two largest groups now and can be extended to other regional
groups as they continue to grow.  We expect searching and reading to
be improved noticeably for non-USA readers by having subgroups for
posts relevant to several regions with the heaviest traffic.

S.g.uk+ireland and s.g.german have reached an overload state of 150
or more posts per day and their readers are now asking for splits of
their groups in order to make reading more manageable.  In both
groups, people are suggesting a surnames group for that region only.

The number of posts in both groups which could properly be moved from
the regional groups to s.g.surnames is significant, but finding a way
to persuade people to move the posts is difficult, in great part
because the current s.g.surnames is dominated by posts from Americans
and about American locations.  If the posters could be persuaded to
move surnames queries to s.g.surnames, s.g.surnames will then be so
big as to need immediate subdividing.

Two options for creating regional surnames groups are:
s.g.REGION.surnames and s.g.surnames.REGION.  A split of a regional
group "X" into s.g.X.misc, s.g.X.surnames, etc.  runs into a conflict
with the s.g.surnames name and group and will likely cause confusion.
Separate moderation schemes and moderators for each regional surnames
