                     REQUEST FOR DISCUSSION (RFD)

              Proposal for a Newsgroup on Swiss Culture 

     On behalf of myself and numerous others, and in accordance
with the general protocol for establishing additional newsgroups,
I propose that the following proposal be appropriately distributed
for discussion: 
     *Name:*  soc.culture.swiss 
     *Type:*  unmoderated 
     *Purpose and mission:*  This newsgroup would serve as a common
ground for the exchange of ideas and information about Switzerland
and the several cultures that inspire the alchemy of this special
land.  Switzerland is one of the world's smaller nations, but its
impact on science, technology, art, statesmanship, and education
has been greater than its size would suggest.  It has been the seat
of religious revolution, home to political dissidents, bastion of
neutrality, and cauldron for a national character that is at once
diverse and unified -- hard-working, independent, and resolute. 
     The paradox of the modern Switzerland is that its independence
rests on its internationalism.  The Swiss are all over the globe,
and the world's architects of commerce and statecraft are constant
visitors to Switzerland.  Switzerland is a microcosm of Europe and
an outpost for observing change and development within the European
Community.  This newsgroup would provide a place for those with an
interest in Swiss culture, politics, and national affairs to trade
thoughts, and for those who want to learn more about this unique
land to do so.   
     For the Swiss Abroad -- known as the "Fifth Switzerland"
(after the German, French, Italian, and Romansch) -- this newsgroup
would provide a way to keep in touch and to discuss the frequent
referenda that typify the direct Swiss democracy and which are so
important in maintaining a sense of national unity and full
participation in the life of the country. 
     For the Swiss in Switzerland the newsgroup would be an
additional way for the three language cultures to interact.  In
recent years there have been stresses, particularly between French
and German speaking Swiss.  This newsgroup might contribute to
intercultural understanding in a small way.  Given the fracturing
of Europe along language, cultural, and ethnic lines, this kind of
goal is important.  Switzerland is not in any danger of coming
apart because of cultural division, but additional lines of
communication won't do any harm. 
     When the newsgroup charter is established, it should be
emphasized that contributors my use any language they would use in
Switzerland -- there will be no limits, including dialects, if the
sender can write in dialect.  And any message can be answered in
the same, or a different language.  The newsgroup will not be a
"club" for any one language community. 
     Along these lines let me make one point about the name of the
newsgroup: It should not connote any one language group within the
country.  "Swiss" is close the the French "Suisse" and the Italian
"Svizzera" and is more appropriate than "Switzerland," which
suggests the word "Schweitzer" in the majority German language. 
The fact that "Swissair" is the name of the nation's official
airline tells us that it is adequately neutral. 
     Finally, Swiss culture is distinct from that of the lands
where its three major languages -- German, French, and Italian -
- arose, and is not served by newsgroups focusing on these
countries.  (The fourth official language, Romansch, is spoken only
in Switzerland.) 
     In sum, the Swiss and those interested in Switzerland would
benefit greatly from soc.culture.swiss.

	messages of general interest from personal mail.  It is perfectly
	proper to seek specific help or information, but if the result is
	a strictly personal exchange, contributors should consider direct
