I would like to propose the creation of a newsgroup that addresses new developments in the field of telephony as well as novel and creative applications of existing technology.
This field is fairly broad, encompassing ISDN, Simultaneous voice/data, CO switch technology(including but not limited to Centrex) to name a few.
I am a telecomm professional with a local interconnect company (Comtel). I feel that the more I'm keep abreast of new and
emerging technology, the better I'll be able to serve my clients.
I'm thinking the newsgroup might be called: tech.telephony or something like it..

Proposed Charter
This group would cover all general technology aspects of the
telecommunications industry in an unmoderated format. This includes
communications mediums (physical transport, wiring, antennas), control
systems (switches, routing, ATM), wireless systems (AMPS, NAMPS, PCN,
PCS, CDMA, TDMA, GSM), and more (such as the history of the above, and
new advances). It is expected that discussions which begin to focus
on implementation aspects of subjects which are covered by existing
groups would be moved to those groups - for instance, discussion about
Class 3 Fax design specifics would go to comp.dcom.modems.
Background
Currently, the Telecom Digest is gated to Usenet via
comp.dcom.telecom. Readers of this group and alt.dcom.telecom have
expressed a strong interest in a main hierarchy group for informal
technical telecommunications discussion. It is believed that the
existence of such a group will encourage discussions on the subject
that are usefully different from what is currently available, and that
there are enough interested Usenet readers (although we'll see what
the RFD brings).

The proposal to create an unmoderated USENET forum for the discussion
of technical matters related to telecommunications was recently
announced as failing its vote by 623 yes to 468 no. It did not meet
the criteria of the "Guidelines for USENET Group Creation" that at
least two thirds of the total votes be in favour of creation. I would
like to send the control message creating this group and add it to the
list of newsgroups which I maintain despite the number of no votes.
I believe this is proper because more than adequate evidence for an
unmoderated telecom group in mainstream USENET has been demonstrated.
However, the moderator of the sole existing mainstream telecom forum
used his position for personal commentary against the proposal, to an
audience which was not accessible by people in favour of the group.
There was no sizable opposition to the proposal voiced on USENET
before it went to vote, or indeed while the vote was in progress, yet
an incredibly large number of votes against it were recorded. Years
of observing these votes leads people very rapidly to the conclusion
that a nontrivial number of the votes in opposition were cast by
people on the moderator's mailing list, who by and large do not use
USENET.
Co-operation and consistency are important parts of managing the
USENET namespace. I will not attempt to create the group if I believe
that it would be poorly connected. If you are a news system
administrator who would not carry this group if I sent the control
message creating it and added it to the list of newsgroups, please
send me your comments. I will earnestly consider well-reasoned and
thoughtfully presented arguments against my so doing. Conversely, I
would also like to hear from those news administrators who would carry
the group.

This message is intended to address my recent suggestion that the
comp.dcom.telecom.tech group be created despite its failing vote result,
and to give an introduction toward ideas I have had for a while
regarding restructuring the Guidelines for USENET Group Creation. I
would like to keep it relatively short, and some people might believe
there are glaring omissions. I hope that all points will be addressed
in the ensuing discussion.
First, I thank everyone who has written to me over the past two days.
Nearly all of the messages that I received were carefully written and
well presented. I'm sorry that I cannot reply individually to all of
them.
The diversity of the mail has been surprising at times. I've got
messages from people who voted for the proposal asking me not to create
it, and messages from those who voted against it remarking that I should
create it. I've got praise from people who are happy to see the spirit
of the Guidelines upheld, and derision from those who would hold me to
the letter of them. I've got more than ample indication that if I did
send the newgroup without further debate that it would be widely
honoured and the group well propagated.
Before I continue, I want to make clear my primary source of bias
regarding USENET group creation. I support the creation of well focused
newsgroups which are not duplicitous. I have yet to oppose a USENET
newsgroup based on its content.
Voting by the hundreds is not a good way to administer a classification
system. "No" votes are not particularly effective at the job they were
intended to do, which was to stop poorly formed proposals. They have
been used to stop groups which should have been created and have not
stopped those which shouldn't. I don't believe that any manner of
playing with the numbers and ratios will resolve this inequity. They
should be abolished.
Namespace management is best served by a small working group who can
help ensure consistency and coherency. The net supported this idea two
years ago when a proposal to use a "trial" process to create groups was
approved by a traditional USENET vote. One of its features was that a
small group of people were to chose the name of the group.
I would like to advance a proposal for new guidelines for group
creation. The essential differences would be to make new group creation
easier and shorter for people interested in the topics to be discussed,
at the cost of not being able to push any name and ill-formed charter
forward.
I will be working on the draft of these Guidelines and submitting them
for discussion in the near future. Please do not start debating these
ideas until you see how they come out in the proposal.
On the specific matter of comp.dcom.telecom.tech, there is an important
factor which led to my message two days ago that people should know. I
have been led to believe that the six month wait would be quite
meaningless. The people who deem themselves the overseers of the "inet"
set of groups would create the unmoderated telecom by fiat, without even
informing fellow news administrators of the intent to do so, based on
the new mailing list which has been created in the aftermath of the
failing vote. The inet groups are a bit of an odd situation, and I
won't burden this article with an explanation of them for those who do
not know the issues behind them. The whole issue puts me in quite a
difficult spot with regard to the sites I administer.
Under the accepted, established precedents used in news.announce.newgroups,
I can invalidate the result of this vote because of the questionable
influence caused by editorials against the proposal being sent to a large
mailing list which was denied access by people submitting proposals in
favour. Mr. Townson has indicated to me that he would allow a special
edition of the digest to be sent to the list which presented both sides
of the issue, which would address that point fairly.
I have no doubt that such a revote would pass, but it isn't really the
point anymore. The result of the comp.dcom.telecom.tech vote is just
setting the stage for improving the policies by which new USENET groups
are considered "valid" by most sites.
