      The purpose of this newsgroup is for exchange of information etc which
pertains to telugu speaking persons. Most of the material will not be of
interest to general readership of other s.c.* groups. It is expected that a
good number of contributions will be in telugu language (written in Roman
script because of the keyboard etc - possibly in Tex format for eventual
printing in Telugu script). A lot of us do not send any contribution to sci
in Telugu for obvious reasons.

     Telugu language is one of the oldest surviving languages of the world; it
is the third oldest language of India currently being spoken; only Tamil and
Kannada have literature predating Telugu literature. 
             
     It is proposed that soc.culture.telugu be formed.

     Which will be a more appropriate name for the group: soc.culture.telugu or
soc.culture.andhra ?

     The discussion period will end on June 11,1992 and voting will begin on
June 12,1992

    It is proposed that a USENET newsgroup soc.culture.indian.telugu
be formed.  This RFD is a modification of an earlier RFD for
soc.culture.telugu (a name change). As such the period of discussion
will be limited for a week and a CFV will appear on or around July 6,

[1], the second most widely spoken language in India. It is a
Dravidian language spoken by about 69 million people.  Earliest
written records in Telugu date back to the third century A.D., while
polished written literature dates back to about 1000 A.D.  Andhra is
the Sanskrit name for Telugu, and most of its speakers are in Andhra
Pradesh, a state in the southern part of India. Telugu is one of the four
major languages of the Dravidian family, with its own script common to
all of its several dialects. Telugu culture dates back to the begining of
Christian Era and it has evolved with the inputs from both Sanskritic and
Dravidic culture groups.

	The proposed newsgroup is expected to be a forum for
discussions on topics that are specific to Telugu culture, with no

relationship to the content, diachronic evolution of the relationship
between form and content, influence of world literature and
philosophers, folk literature, children's literature, literature in
various dialects, translations from other languages, poets,
playwrights, novelists, story tellers and such.

Scientific Literature:
---------------------
Teaching science in Telugu, scientific vocabulary in Telugu, reviews
of science books in Telugu, taking science to rural children. 

Software:
--------
Good features of a transliteration scheme, various schemes,
typesetting in  LaTeX, what-you-see-is-what-you-get software based on
transliteration, special spell-checking problems in Telugu, optical
character recognition, merits of existing packages, ftp sites for
transliterated texts. 

Teaching Telugu:
---------------
Challenges in teaching Telugu to the second generation (born and
settled outside of Andhra Pradesh) - especially that outside of India,
designing textbooks, dictionaries and other learning tools for them. 

The above is only a small sample of possible topics. It is hoped that
the proposed newsgroup will generate discussion on many more such topics.

   The voting for soc.culture.indian.telugu has ended with
   a tally of 388 'YES' votes to 103 'NO' votes. 

   The voting process was monitored by Ramana Juvvadi, since 
   Dr. K.Sankara Rao (who was the original vote-taker) left for a
   vacation after the first CFV was issued. 

   We are providing below the list of votes received for 
   soc.culture.indian.telugu, classified into YES votes and 
   NO votes. We have detected a few cases of a single person 
   casting votes from multiple accounts. In cases where we could
   ascertain such an occurance, we have deleted all duplicate votes
   from the YES list, which were 8 in number. However, we have 
   not done a similar check on the NO list, so the number 
   of NO votes are just as many as were received.  Votes cast by 
   the same person for both YES and NO lists were resolved by
   considering the latest vote.

   We thank all the people who took time to vote, and apologize if any
   of the votes deleted from the YES list were indeed genuine. A five-day
   waiting period follows. Please inform any problems with these votes

This is a formal Request For Discussion (RFD) for changing the status
of the USENET newsgroup soc.culture.indian.telugu (SCIT) from an
unmoderated to an automoderated newsgroup.This RFD is a modification of
the RFD for existing SCIT newsgroup. The period of discussion is three
weeks. This is not a Call for Votes (CFV). You cannot vote at this
time. A Call For Vote (CFV) will appear in several weeks.  Procedural
details are given below.

soc.culture.indian.telugu       The culture of the Telugu people of India.

RATIONALE: soc.culture.indian.telugu

The usenet group soc.culture.india.telugu was created to serve as a
forum for discussion of Telugu culture and matters related to Andhra
Pradesh. As you are aware, soc.culture.india (SCI) serves as a medium
for discussion of matters of India-wide interest. It was intended that
discussions on SCIT would cover subjects such as arts (kuchipudi etc),
telugu literature, AP politics, developmental projects from AP, telugu
movies etc.

Unfortunately, for quite some time now, SCIT has been deluged with
crossposts from other newsgroups. The contents of these posts have
absolutely no relevance whatsoever to either Telugu culture or other
topics suggested in the original charter of SCIT. This crossposting
phenomenon has single handedly resulted in SCIT (in its current form
of an unmoderated group) losing the purpose for which it was created.

Anecdotally at least, there seem to be  a great many people interested
in Telugu culture who would be delighted to read and contribute to
SCIT, were it not for the inordinate noise level. At the same time,
many current and prospective SCIT readers oppose the idea of a fully
moderated SCIT due to the potential for censorship. Additionally,
moderation entails practical pitfalls such as the difficulty of finding
qualified volunteers and possible delays in the appearance of postings.

CHARTER: soc.culture.indian.telugu

Since this is a proposal to change just the STATUS of the newsgroup,
the charter shall remain as proposed at the time of the formation of
this group in its unmoderated form. This charter can be found at

Moderation Policy:

The moderation will be primarily for the purpose of eliminating the
cross-postings. The moderation will be done by auto-moderation tools
(custom-built computer programs), with human intervention kept to the
minimum level required to keep said programs operating satisfactorily.
The tools will be utilized to auto-moderate posts to the forum by
rejecting cross-posts.

Posts will not be checked for their contents !!!

We feel that such restrictions are needed, considering the large
number of irrelevant postings that are flooding SCIT in its current
form. While we believe in freedom of expression, practice it to the
fullest, and encourage it in others, we think the restriction placed
is within reason. It may be noted that *NO* restriction is proposed
on language use, on topics allowed, or content, and that we have
deliberately refrained from human moderation, to eliminate all possible
subjectivity in moderation. Our only aim is to create a newsgroup that
allows the fullest freedom to discuss all issues as specified in the
original charter of SCIT , but removes material that are of no
interest (which is generally the case with crossposts).

The code used to carry out the filtering has been thoroughly tested,

        Telugu is the twelfth most widely spoken language in the world
[1], the second most widely spoken language in India. It is a
Dravidian language spoken by about 69 million people.  Earliest
written records in Telugu date back to the third century A.D., while
polished written literature dates back to about 1000 A.D.  Andhra is
the Sanskrit name for Telugu, and most of its speakers are in Andhra
Pradesh, a state in the southern part of India. Telugu is one of the four
major languages of the Dravidian family, with its own script common to
all of its several dialects. Telugu culture dates back to the begining of
Christian Era and it has evolved with the inputs from both Sanskritic and
Dravidic culture groups.

        The proposed newsgroup is expected to be a forum for
discussions on topics that are specific to Telugu culture, with no
apparent relevance to persons not interested in Telugu culture and
language. Postings relating to Telugu or Andhra Pradesh but are of
relevance to others are expected to be crossposted to appropriate
newsgroups (eg soc.culture.indian, rec.music.indian.classical).
Likewise, if a topic is not Telugu-specific, it is expected that it
will be posted elsewhere in an appropriate forum. Many postings on the
proposed newsgroup are likely to be in transliterated Telugu, with an

and yellow journalism in Telugu newspapers, their quality in
comparison with national newspapers in English.

Literary quality and popular literature in periodicals, soft
pornography in weekly magazines, science fiction, educational
magazines, children's magazines, comics.

Visual Media: Films: Various genres, modern trends, comparison with
other Indian or foreign language films, technical quality, dialects in
films, literary quality of songs, obscenity in sight and sound, social
issues in films, film personalities such as directors, actors.

Painting, sculpture, handicrafts, puppet shows and street plays.

Developmental Projects:
----------------------
Literacy improvement, adult education, primary health care,
eradication of social evils like `Jogin' system and bonded labor, NRI
interest in such projects, profiles of social service organizations,
social workers, governmental long-term projects.

History:
-------
Various theories on the history of the Telugu language and people,
life of a common man in various dynasties, current status of native
tribes, British influence on the region, migration patterns.

Literature:
----------
Discussions on classical as well as modern literature may include
major literary movements, various literary forms and their
relationship to the content, diachronic evolution of the relationship
between form and content, influence of world literature and
philosophers, folk literature, children's literature, literature in
various dialects, translations from other languages, poets,
playwrights, novelists, story tellers and such.

Scientific Literature:
---------------------
Teaching science in Telugu, scientific vocabulary in Telugu, reviews
of science books in Telugu, taking science to rural children.

Software:
--------
Good features of a transliteration scheme, various schemes,
typesetting in  LaTeX, what-you-see-is-what-you-get software based on
transliteration, special spell-checking problems in Telugu, optical
character recognition, merits of existing packages, ftp sites for
transliterated texts.

Teaching Telugu:
---------------
Challenges in teaching Telugu to the second generation (born and
settled outside of Andhra Pradesh) - especially that outside of India,
designing textbooks, dictionaries and other learning tools for them.

The above is only a small sample of possible topics. It is hoped that
the proposed newsgroup will generate discussion on many more such topics.

The usenet group soc.culture.india.telugu was created to serve as a
forum for discussion of Telugu culture and matters related to Andhra
Pradesh.  Unfortunately, for quite some time now, SCIT has been deluged
with crossposts from other newsgroups. The contents of these posts have
absolutely no relevance whatsoever to either Telugu culture or other
topics suggested in the original charter of SCIT. This crossposting
phenomenon has single handedly resulted in SCIT (in its current form
of an unmoderated group) losing the purpose for which it was created.

Anecdotally at least, there seem to be  a great many people interested
in Telugu culture who would be delighted to read and contribute to
SCIT, were it not for the inordinate noise level. At the same time,
many current and prospective SCIT readers oppose the idea of a fully
moderated SCIT due to the potential for censorship. Additionally,
moderation entails practical pitfalls such as the difficulty of finding
qualified volunteers and possible delays in the appearance of postings.

It is hence proposed that the group's status be changed to one of an
automoderated group. The moderation will be primarily for the purpose
of eliminating the cross-postings. The moderation will be done by
