This is a formal Request For Discussion (RFD) on a proposal to create an
unmoderated Usenet newsgroup. All discussion should take place in
news.groups; please post follow-ups there, *not* to news.announce.newgroups.
This is *not* a call for votes. Assuming the discussion goes smoothly,
a Call For Votes (CFV) will be posted by an independent third party 21
to 30 days from the date of this posting.

CHARTER for comp.soft-sys.app-builder.uniface:
The unmoderated newsgroup comp.soft-sys.app-builder.uniface concerns
the Uniface Client-Server Application Development Product.
Appropriate subjects include problems, information, debugging,
help, queries and general discussion. Postings are welcomed
from the Uniface user community, Compuware/Uniface employees and
management, as well as any other interested parties. Postings
to the newsgroup will not be considered to be official
statements of Compuware/Uniface.
RATIONALE:
The Uniface-L mailing list has become very active recently, with
30-50 posts per day, and the load on many local mail systems has
become excessive. In addition, queries regarding Uniface have
been appearing on the comp.client-server newsgroup, with varying
degrees of success. The formation of comp.soft-sys.app-builder.uniface
would serve to reduce the load on individual mail systems,
provide an alternate means of reading and responding to postings
using the various network news readers, and provide a focused
newsgroup where people outside of the Uniface Users Group can
post queries and read the various interactions taking place.
NOTES:
The newsgroup will be linked to the Uniface-L mailing list at
Uniface-L@ctc.ctc.edu. Any posting made to the newsgroup will
be mailed to the listserver and any mail sent to the listserver
will automatically be posted on the newsgroup. This interface
will be provided by University of Manitoba Computer Services in
cooperation with the Communication Technology Center.

Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely.
(This is the only difference between the two.)
Anything else may be rejected by the automatic vote counting program. The
votetaker will respond to your received ballots with a personal acknowledge-
ment by mail - if you do not receive one within several days, try again.
It's your responsibility to make sure your vote is registered correctly.
If you later change your mind you may vote again; only your last valid
vote will count.
Standard Guidelines for voting apply: no more than one vote per person,

There were 3 abstains and 2 invalid ballots.
