This is a formal Request For Discussion (RFD) for the creation of a
world-wide moderated Usenet newsgroup rec.humor.funny.reruns. This
is not a Call For Votes (CFV); you cannot vote at this time.
Procedural details are below.
RATIONALE: rec.humor.funny.reruns
Rec.humor.funny has existed for nine years, and it has created a
sizable archive of jokes. Many people want to see these older jokes,
while many others do not want repeated jokes to appear in RHF.
Therefore, it seems appropriate to create a new newsgroup in which
old RHF jokes are recycled.
The RHF charter dictates that jokes which have already appeared in
RHF are rejected. The moderator of RHF rejects a sizable percentage
of submissions which violate this guideline (at times as high as
40%). This indicates that there is a strong interest in reading
those jokes. Further, the ever-increasing readership of USENET means
that there is an ever-increasing number of new RHF readers who have
lost out on the older RHF jokes. Finally, many readers complain
about the relatively low volume of humor in RHF (which is caused by
the relatively low number of approved material). An additional
source of moderated humor will appease those readers.
On the other hand, on those rare instances when the moderator of RHF
mistakenly re-accepts an older RHF submission, many readers complain
or otherwise point out the repeats. This indicates that many RHF
readers have no interest in reading repeated material in RHF. A
separate newsgroup seems appropriate.
The charter defines the posting rate to be three jokes per day. The
intent is to have a UNIX cron script fire off a new joke every eight
hours, every day of the week. It is the experience of RHF's
moderator that three jokes per day is the ideal volume for such a
newsgroup. More than that lessens the comic value of the jokes.
Less than that doesn't satisfy the readership.
Due to the nature of the RHF archive, the support software for RHF
moderation, and the engineering nature of the current moderator, an
auto-moderated newsgroup can be easily developed and maintained.
CHARTER: rec.humor.funny.reruns
rec.humor.funny.reruns is intended to be an auto-moderated newsgroup
in which the contents of the RHF archive are posted at a rate of
three jokes per day, from earliest joke to latest. Once the archive
is traversed, to within a year of the current date, the cycle is
started from the beginning. With its current volume, it will take
six or more years to post the entire archive at the rate of three
jokes per day.
In the process of cycling through the archive, all jokes keyworded as
being topical will be excluded from rec.humor.funny.reruns. By
definition, a topical joke is one which only had humor value at the
time it was originally posted. Reposting such jokes years after the
topical events mentioned serves no purpose.
Likewise, jokes which appeared in RHF but were subsequently identified
as being copyrighted will be excluded from rec.humor.funny.reruns.
In addition to the standard three articles per day, the moderator
will identify a selection of classic seasonal jokes in the archives
(Christmas, Thanksgiving, Easter, etc.), and those jokes will appear
at the appropriate time. Examples of such seasonal humor includes
the twelve days of Christmas correspondence joke and the Easter joke
about Jesus seeing his shadow.
Any submissions to rec.humor.funny.reruns are automatically bounced
back to the submittor, with an explanation of the newsgroup's nature
and the suggestion that the material be resubmitted to RHF.
Followups are automatically directed to rec.humor.d.
At all times, the moderator of rec.humor.funny.reruns is defined to
be the same as the moderator of rec.humor.funny. Since posting is
done via automated software, the moderator is only responsible for
maintaining the software and creating and maintaining a list of
seasonal archive material. The RHF moderator will take the time to
ensure that the RHF archive has properly identified both topical and
copyrighted material.

RATIONALE: rec.humor.funny.reruns
Rec.humor.funny has existed for nine years, and it has created a
sizable archive of jokes. Many people want to see these older jokes,
while many others do not want repeated jokes to appear in RHF.
Therefore, it seems appropriate to create a new newsgroup in which
old RHF jokes are recycled.
The RHF charter dictates that jokes which have already appeared in
RHF are rejected. The moderator of RHF rejects a sizable percentage
of submissions which violate this guideline (at times as high as
40%). This indicates that there is a strong interest in reading
those jokes. Further, the ever-increasing readership of USENET means
that there is an ever-increasing number of new RHF readers who have
lost out on the older RHF jokes. Finally, many readers complain
about the relatively low volume of humor in RHF (which is caused by
the relatively low number of approved material). An additional
source of moderated humor will appease those readers.
On the other hand, on those rare instances when the moderator of RHF
mistakenly re-accepts an older RHF submission, many readers complain
or otherwise point out the repeats. This indicates that many RHF
readers have no interest in reading repeated material in RHF. A
separate newsgroup seems appropriate.
Due to the nature of the RHF archive, the support software for RHF
moderation, and the engineering nature of the current moderator, an
auto-moderated newsgroup can be easily developed and maintained.
CHARTER: rec.humor.funny.reruns
Rec.humor.funny.reruns is intended to be an auto-moderated newsgroup
in which the contents of the RHF archive are posted. The moderator
determines the selection policy to ensure minimum repetition, and he
sets the posting rate as he sees fit.
Jokes which appeared in RHF but were subsequently identified as being
copyrighted will be excluded from rec.humor.funny.reruns. Further, users
who have had jokes accepted to RHF in the past may request that their jokes
be excluded from RHFR.
In addition to the standard daily postings, the moderator will identify a
selection of classic seasonal jokes in the archives (Christmas,
Thanksgiving, Easter, etc.), and those jokes will appear at the appropriate
time every year. Examples of such seasonal humor includes the twelve days
of Christmas correspondence joke and the Easter joke about Jesus seeing his
shadow.
Any submissions to rec.humor.funny.reruns are automatically bounced
back to the submittor, with an explanation of the newsgroup's nature
and the suggestion that the material be resubmitted to RHF.
Followups are automatically directed to rec.humor.d.
