Justification:
	
	Many rec.video readers have yearned for such a group as this
	with higher quality technical discussions of video equipment, editing 
	technologies and techniques for some time now.  There are quite a
	few USENET readers who are either working with video professionally,
	using video editing and/or desktop video in their current work,
	work in special event videography or
	are interested in high-end video production equipment
	
	There is quite a bit of chaff in rec.video now, even though the
	satellite people are now in rec.video.satellite and the cable people
	are in rec.video.cable-tv (although there is a bit of CATV leakage,
	interference and crosstalk into rec.video :-) and the discussions of
	video discs/tapes is SUPPOSED to be in rec.video.releases now.
	
	There was some discussion about the correct parent top level
	hierarchy for this group (misc. and sci. were proposed in addition
	to rec. - a straw poll was taken after the RFD discussion period
	and the name rec.video.production received the majority of votes.

Here are the rec.video.production results. There were 212 valid 'yes'
votes and 11 valid 'no' votes received during the voting period ( Jan
27 1992 - Feb 23 1992 at 23:59 GMT/8pm EST). There were also several
(10) duplicate 'yes' votes.  Votes mailed to me, and/or posted to
newsgroups were ignored, as I promised in the Call For Votes.

According to the accepted newsgroup creation policies of Usenet
rec.video.production has passed by a large margin.  I therefore declare
voting closed and call for the creation of the newsgroup assuming that
there are no problems.

I have appended the tally of YES and NO votes as well as the original
charter for the newsgroup as proposed.

	Many rec.video readers have yearned for such a group as this
	with higher quality technical discussions of video equipment, editing 
	technologies and techniques for some time now.  There are quite a
	few USENET readers who are either working with video professionally,
	using video editing and/or desktop video in their current work,
	work in special event videography or
	are interested in high-end video production equipment
	
	There is quite a bit of chaff in rec.video now, even though the
	satellite people are now in rec.video.satellite and the cable people
	are in rec.video.cable-tv (although there is a bit of CATV leakage,
	interference and crosstalk into rec.video :-) and the discussions of
	video discs/tapes is SUPPOSED to be in rec.video.releases now.
	
	There has been some discussion about the correct parent top level
	hierarchy for this group (misc. and sci. have been proposed in addition
	to rec. - we have been through this before recently with the 
	rec.video.cable-tv discussion and creation but the name of the
	group is still open territory for the discussion period ).
	There has also been some preliminary discussion of the name of the
	group itself:  ...video.production or ...video.pro or ...video.tech
	have been suggested.  Lets talk.

Discussion Procedure:

	Therefore [drum rolll] it is proposed that ....
	discussion should take place in the USENET newsgroup news.groups
	and should include the word "video" in the 'Subject:' header.
	
	A vote should be held within 30 days of the posting of this

Here are the rec.video.production results. There were 212 valid 'yes'
votes and 11 valid 'no' votes received during the voting period ( Jan
27 1992 - Feb 23 1992 at 23:59 GMT/8pm EST). There were also several
(10) duplicate 'yes' votes.  Votes mailed to me, and/or posted to
newsgroups were ignored, as I promised in the Call For Votes.

According to the accepted newsgroup creation policies of Usenet
rec.video.production has passed by a large margin.  I therefore declare
voting closed and call for the creation of the newsgroup assuming that
there are no problems.

I have appended the tally of YES and NO votes as well as the original
charter for the newsgroup as proposed.

Charter:

	The new group will not be moderated.

	This newsgroup is intended to be used for (but not limited to)
	discussion of:

	-	professional video equipment (hardware)
	-	professional videography &
		corporate communications videography &
		special event videography
		o	lighting
		o	sound
	-	video tape editing &
		desktop video
		o	Includes Toaster(tm) as well as other Amiga,
			PC, Mac, Sun, etc. hardware and software.
		o	titling
		o	special effects (FX)
	-	working in video production, etc.
	-	electronic imaging, still and otherwise

	It is hoped that what would NOT be posted to this new
	group would be questions such as :

	-	What camcorder should I buy to tape baby's birth?
	-	What VCR, TV, LaserDisc player should I buy, I've got X $?
	
	(The above questions about consumer video equipment (and how
	to use it) would still be best posted in rec.video ).

	-       Is it true that the Pink Floyd film "The
		Valley" is available on LD in CAV w/digital stereo and
		French on the analog sound tracks?

	(The above question about films, videos, laserdiscs or other
	 media - often referred to as 'software' belong in 
	 rec.video.releases ).
