Proposed name:              rec.video.satellite.europe
Proposed moderation status: unmoderated

Proposed Charter: A forum for discussing satellite television
    in Europe.

-1- To share sightings of new services on satellites seen from
    Europe.

-2- To post news about the European satellite industry, satellite
    launches, press releases concerning the European satellite
    arena, and other similar things.

-3- There are satellite dish users in North America who have
    interests in European satellite matters

Background:  There is currently a newsgroup called
alt.satellite.tv.europe.

Why do we want to create a group called rec.video.satellite.europe?

Two reasons:

1) Many sites who have possible readers in Europe cannot get the
.alt hierarchy.  I have received and well as read messages from
those Internet users who cannot read alt.satellite.tv.europe
because their site does not carry the .alt hierarchy.

2) The newsgroup alt.satellite.tv.europe is more appropriate in the
.rec hierarchy and not the .alt hierarchy.

Discussion

Discussion should be confined to news.groups. Please do not post
responses to any other groups. 

If it appears that the majority favor the creation of the group
rec.video.satellite.europe, voting will start 21 days from the
first posting date of this Request for Discussion (September 12).
Instructions for voting will be outlined in a Call for Votes
message in the same newsgroups that see this Request for
Discussion.

This RFD has been compiled in accordance with the guidelines set out
in "Guidelines for Usenet group creation".

CHARTER
The rec.video.satellite.europe newsgroup will be open for discussion
of all aspects of European satellite broadcasting such as :
     - TV programming
     - radio broadcasting
     - data broadcasting
     - systems used for signal encryption
     - new systems for distribution such as digital TV
     - satellite reception equipment
     - questions on all of the above
     - dissemination of news relating to the subject
     - any other subjects related to satellite broadcasting in Europe

The group will be open to advertising as long as it is related to
satellite broadcasting in Europe. Advertisers should post no more than
one advertisment a week and precede all headers with "AD:".

The group will not allow posting of messages, advertisments or
software that aid or encourage the hacking of encrypted broadcasts
where illegal. The group shall, however, allow discussion of the
subject on a technical level.


RATIONALE
A year ago the group alt.satellite.tv.europe was created as a separate
newsgroup to separate the European and North American traffic in
rec.video.satellite. The alt group was created in order to measure
interest and see if there was enough traffic to start a seperate
European satellite TV newsgroup.

The alt group has proved that there is enough traffic and interest to
support a rec group. We are currently running at around 70 messages a
day. The recent reorganisation of the rec.video.satellite newsgroup
has prompted us to consider a European newsgroup alongside the three
US orientated newsgroups (rec.video.satellite. tvro, misc, dbs).

There are also a significant number of users in Europe and around the
world that cannot currently get access to the alt group because of
poor distribution.

PROCEDURE
As long as no significant objections are received, in which case a
revised RFD will be issued, a call for votes (CFV) will be issued 3 to
4 weeks.
