This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup sci.chem.organic.synthesis.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

sci.chem.organic.synthesis	Synthetic organic chemistry related topics. (Moderated)

RATIONALE: sci.chem.organic.synthesis

Synthetic organic chemistry touches many disciplines. Besides the
synthesis and isolation of compounds at the bench, organic chemists
have to be familiar with literature searching, analytical techniques,
computer applications etc.  Currently, two mailing lists (ORGCHEM and
NAPRONET) cover the organic synthesis part but traffic on these lists
is rather limited.  Other topics of interest for organic chemists are
spread out over a wide variety of newsgroups (sci.chem,
sci.chem.organomet, sci.chem.labware, sci.chem.analytical,
sci.polymers, sci.chem.research, sci.techniques.mag-resonance,
sci.techniques.mass-spec, misc.jobs.fieds.chemistry,
sci.research.careers, sci.research.postdoc) and mailing lists
(CHMINF-L, CICOURSE, BUCKY, POST, SAFETY, STR-NMR, YSN, BIBSOFT), but
it is close to impossible to monitor and filter out useful information
on a daily basis.

CHARTER: sci.chem.organic.synthesis

A newsgroup exclusively for synthetic organic chemists (audience-
specific and not subject-specific) will create a dynamic virtual
meeting place for fellow scientists and an excellent current awareness
tool.

Possible discussion issues include:

Organic synthesis reactions and mechanisms, Organic synthesis
literature, Purification and analysis of organic compounds, Commercial
availability of reagents, Laboratory hints, Laboratory safety,
Announcements (Upcoming organic synthesis conferences, New useful
WWW-sites for organic chemists, Job openings, New organic chemistry
literature or software)

Policy towards commercial activity:

Although many newsgroups strictly prohibit any commercial activity, it
is important that organic chemists stay in touch with 'the commercial
world'. Therefore, it is permitted for (commercial) organizations to
post novel applications under a single condition: The subject line
must start with the term ANNOUNCEMENT:. In this way, uninterested
readers are not forced to browse these postings.

Not permitted postings include:

Anything out of touch with the synthetic organic field, Any commercial
activity that is not an announcement of a new product, Any offensive
language, Any formal or hidden request for synthesis of illegal
compounds.

Signature policy:

At the end of each article, a full name and e-mail address is
mandatory. Listing of position and association is optional but
strongly encouraged.

Moderation policies:

This proposal is pro moderation to filter out unwanted (see not
permitted postings) and 'anonymous' (see signature policy) messages.
Although there are some disadvantages associated with moderated
groups - some people compare it with censorship and it slows down
the discussion - , sci.* groups have been plagued before with off-
topic discussions which eventually turned users away.

The goal is to set up a team of volunteer moderators from academy
and industry. A Ph.D. in organic synthesis is a minimum
requirement. Their work mainly involves granting approval of the
message to be posted. Besides workload reduction, the advantage of a
team is the possibility to ask for second opinion upon approval of an
article. Rejected but 'goodwill' postings will be send to originator
with a short explanation. If interested, please post your application to
news.groups or contact Koen Van Aken for more information.

SUMMARY of previous discussion:

Change of name:

The name was subject to a lively discussion and was the main reason
for the delay in the posting of the second RFD.
One group stated that time is not ripe for an organic hierarchy and
sci.chem is good as it is. Another group liked the original name: it was
straightforward, left room for future expansion and ideal for retrieval
purposes. Eventually, the decision was made to keep the original name
which had full support from the volunteer group.

Moderation:

Not the moderation itself but the minimum requirement for the
moderator was a sensitive issue. Consequently, this requirement was
dropped. Two moderator candidates have already signed in, and anyone
interested is still welcome. The goal is to set up a worldwide team that
is as diverse as possible (geography, academy and industry, research
interests). The intentions are to assign a moderator for each day of the
week and maintain a  dynamic discussion with a check frequency of
three times a day.


Two new organic mailinglist:

Two new mailing list for organic chemist  emerged during the creation
processs. Mailing lists and newsgroups about a similar subject can
perfectly live next to each other as both have their own merits. If  this
newsgroup passes, the cyber landscape will have changed dramatically
in favor of organic chemists. All this makes an unmoderated newsgroup
for organic chemist, as some readers suggested, not necessary.

Policy towards commercial postings:

The general idea is kept to devide discussion topics from (commercial)
announcements by requiring the subject title to start with
ANNOUNCEMENT. To my opinion, one general word is favorable
over many different as JOB, COMMERCIAL etc. However, this and
the name of the general word is still open for discussion.

The old mailing list for organic chemist:

Has anyone any idea about the status of the old mailing list for organic
chemist (apparently not functional)?

RATIONALE: sci.chem.organic.synthesis

Synthetic organic chemistry touches many disciplines. Besides the
synthesis and isolation of compounds at the bench, organic chemists
have to be familiar with literature searching, analytical techniques,
computer applications etc.

Currently, two mailing lists (ORGCHEM and NAPRONET) cover
the organic synthesis part but traffic on these lists is rather limited.
Other topics of interest for organic chemists are spread out over a
wide variety of newsgroups (sci.chem, sci.chem.organomet,
sci.chem.labware, sci.chem.analytical, sci.polymers,
sci.chem.research, sci.techniques.mag-resonance,
sci.techniques.mass-spec, misc.jobs.fieds.chemistry,
sci.research.careers, sci.research.postdoc) and mailing lists
(CHMINF-L, CICOURSE, BUCKY, POST, SAFETY, STR-NMR,
YSN, BIBSOFT), but it is close to impossible to monitor and filter
out useful information on a daily basis.

Possible discussion issues include:

Organic synthesis reactions and mechanisms, Organic synthesis
literature, Purification and analysis of organic compounds,
Commercial availability of reagents, Laboratory hints, Laboratory
safety.

Policy towards commercial activity:

Although many newsgroups strictly prohibit any commercial activity,
it is important that organic chemists stay in touch with 'the
commercial world'. Therefore, it is permitted for (commercial)
organizations to post novel software, novel organic chemistry
literature,

WWW-sites useful for organic chemists, upcoming organic synthesis
conferences and job openings for organic chemists under a single
condition: The subject line must start with the term ANNOUNCEMENT:.
In this way, uninterested readers are not forced to browse these
postings.

Not permitted postings include:

commercial activity that is not an announcement of a new product,

of illegal compounds.
