This is a formal call for discussion on the creation of the unmoderated
newsgroup soc.culture.cuba on Usenet. In addition to several appropriate
Usenet newsgroups, this is also being sent to the BITNET mailing list
CUBA-L. According to the guidelines, the discussion should take place
in news.groups.

Proposed Charter 
------------------

The purpose of the soc.culture.cuba newsgroup is to provide a
common meeting place for the discussion of issues and events that
concern Cubans both at home and abroad. Based on the principle
that each opinion is a valid one and should be respected.
The creation of this newsgroup will enhance the communication 
among Cubans from all over the world with access to the internet.

The creation of this newsgroup will also facilitate the access to
material by anyone interested in Cuba, its history, its people
and its culture. 

All topics of discussion relevant to Cuba are appropriate. A
non-exhaustive list of topics is:

	- All kinds of news from Cuba
	- International news and their relation to Cuba
	- Cuban history
	- Cuban politics
	- Travel information
	- Literature, music, folklore, and all kind of artistic 
	  expressions from Cuba
	- Food, customs, traditions, etc.
	- and much more...

Languages
---------

Primarily Spanish. English posts are also welcome, to facilitate the
exchange of information with the largest possible audience.
  
Background
----------

For 34 years Cuban exiles have moved all around the world.
Cuba is one of the countries where networking is limited but growing.
A BITNET mailing list (Cuba-L) usually carries a high traffic and these 
users would benefit from the existence of a Cuban newsgroup in the
mainstream Usenet hierarchy.
Several other countries in the Americas (i.e. Argentina, Brazil, Peru,
Uruguay, Venezuela) have already created, or are in the process of
creating, similar newsgroups.

Discussion Place
----------------

The discussion will take place in news.groups, a Usenet news group.
All  comments  regarding  this  proposal  should  be  posted   in
news.groups (note the Followup-To line). 
	
Discussion Period
-----------------

The discussion period will last for one month, starting from the
moment this RFD appears. If there is agreement, a Call for Votes
will be issued then.

no moderado news.culture.cuba en Usenet. Ademas de los newsgroups
apropiados de Usenet, esto esta siendo enviado tambien a la mailing

Propuesta de Constitucion 
-------------------------

El proposito de la conferencia soc.culture.cuba es proveer un
punto de reunion comun para la discusion de asuntos y eventos de
interes para cubanos tanto en la patria como en el extranjero. 
Basado en el principio de que cada opinion es valida y debe respetarse.
La creacion de esta conferencia mejorara las posibilidades de
comunicacion entre cubanos en todo el mundo con acceso al
internet. 

La creacion de esta conferencia facilitara tambien el acceso a
material para cualquier interesado en Cuba, su historia, gente
y cultura.

Todos los topicos de discusion relevantes a Cuba son apropiados. Una
lista no exhaustiva de topicos es:

	- Todo tipo de noticias sobre Cuba
	- Noticias internacionales y su relacion con Cuba
	- Historia de Cuba
	- Politica de Cuba
	- Informacion de viajes
	- Literatura, musica, folklore y todo tipo de expresion 
	  artistica de Cuba
	- Comida, costumbres, tradiciones, etc.
	- y mucho mas...

Lenguajes

Primariamente el castellano. La participacion en ingles tambien es
bienvenida, para facilitar la mayor audiencia posible.
 
Antecedentes
------------

Por 34 an~os los exiliados cubanos se han situado alrededor del mundo.
Cuba es uno de los paises donde el contacto a traves de la red es limitado
pero esta creciendo.
Una lista de BITNET (CUBA-L) usualmente tiene un alto trafico y todos estos 
usuarios se beneficiarian con la existencia de un newsgroup cubano en 
el tronco principal de la jerarquia de Usenet. 
Varios otros paises de America (Argentina, Brasil, Chile, Peru, Uruguay,
Venezuela) ya han creado, o estan en el proceso de crear, newsgroups similares.

Lugar de discusion
------------------

La discusion tendra lugar en la conferencia de Usenet news.groups. Por
favor envien sus articulos con opiniones al news.groups.

Periodo de discusion
--------------------

El periodo de discusion durara un mes, a partir del momento en que

   Spanish is Cuba's  principal  language.   Thus  we  expect
   Spanish  to be the dominant language in the newsgroup.  Neverthe-
   less, a large part of Cubans and other spanish speaking people
   who have access to USENET know and  use English as a second 
   language.  Therefore, articles written in English will be as
   welcomed as those written in Spanish.

   Soc.culture.cuba will be initially gatewayed to the list server
   CUBA-L%UNMVMA.BITNET@ARIZVM1.ccit.arizona.edu.
   However the link will remain open conditioned to the
   decision by the members or the owner of the CUBA-L list server.

   For thirty-four years Cuban exiles have settled all around the world. 
   However there is a need to find a common place to reunite and contact 
   one another. The Bitnet (Cuba-L) is one of the connection-point 
   through Cuba and many others on the net are subscribed. 
   All users would benefit from the existence of a Cuban newsgroup 
   in the mainstream Usenet hierarchy.
