moderated group soc.culture.nordic (moderates existing group)
This is a formal Request For Discussion (RFD) for the moderation of
the existing world-wide Usenet newsgroup soc.culture.nordic.
This is not a Call for Votes (CFV); you cannot vote at this time.
Please read the section "procedure" at the end of this article to
learn how a proposal like this one can be discussed and voted upon.
Newsgroup line:

RATIONALE: soc.culture.nordic
Soc.culture.nordic, like many other newsgroups, is presently getting a
large number of articles which are being crossposted in from other
newsgroups by people who apparently are not very interested in reading
soc.culture.nordic or discuss matters related to Nordic culture on the
newsgroup.
It has been noted that many of these articles are crossposted to a
more than three newsgroups newsgroups, without any attempt to set the
Followup-To: field to a small subset of appropriate newsgroups or to
direct followups to the original poster.
Hence these wide crossposts tends to start floating flame- feasts that
can last for weeks, where the people who follow up on the crossposted
original article also tend to crosspost their reply to all newsgroups
originally crossposted to.
While many regular readers of s.c.n are able to filter out these posts
with the help of killfiles, it is felt among many of the newsgroups
regular posters that these wide crossposts are harmful to the
newsgroup.
It is believed by many regulars that wide crossposting with- out the
use of an appropriate Followup-To: field
1) is lowering the signal to noise ratio and hence the value of the
newsgroup significantly for many of the current newsgroup
participants, causing people to drop out,
2) is discouraging new people interested in Nordic culture from
subscribing to and participating in the newsgroup, and
3) is a blatant violation of the spirit of USENET netiquette.
Prior to the start of pre-RFD discussions on the subject of moderating
the newsgroup, approximately 50% of the articles in the newsgroup
belonged to threads crossposted to more than three newsgroups.
Most of these threads had no apparent connection to the subject of
Nordic culture.
Hence I suggest the following remedial action: that the news- group
soc.culture.nordic is converted to to an auto-moderated newsgroup,
with the moderation consisting of a program (a robo- moderator) which
will reject any article that is crossposted in such a way that it will
generate followups in more than three - 3 - newsgroups.
Content moderation is not being proposed. Any article which either are
posted solely to soc.culture.nordic, or crossposted in such a way that
followups aren't directed to more than three newsgroups will be
accepted by the auto-moderator.
CHARTER: soc.culture.nordic
The group provides a forum for discussion of topics related to the
Nordic countries and cultures, ie the past and present culture and
life in the countries Norway, Sweden, Denmark, Finland and Iceland.
Contributions and queries from people other than Nordics are most
welcome.
However, it should be pointed out that some subjects have been
discussed extensively and the consensus reached by the majority of
newsgroup participants on these subjects can be found in the s.c.n FAQ
(Frequently Asked/Answered Questions).
The FAQ is available at URL <http://www.lysator.liu.se/nordic/>. This
soc.culture.nordic FAQ is also posted periodically to the newsgroup
soc.answers by the FAQ maintainer.
New readers of the newsgroup are encouraged to scan through this FAQ
before posting, to see if their query has already been answered enough
times for someone to write a FAQ entry on the subject.
There also exists other newsgroups and resources which may be more
relevant for some kinds of queries or comments, like soc.
genealogy.nordic, rec.travel.europe, soc.penpals, the Nordic friends
penpal web page, alt.revisionism, alt.sex.wanted and the various
talk.politics.* groups.
The following types of posts have traditionally been considered
unwelcome by most active participants on the newsgroup, and is *very*
likely to bring flames or complaints to your postmaster:
- Personal advertisements.
- Pen pal requests.
- Commercial advertisements and money-making schemes.
- Chain letters.
- Tests.
- Binaries.
- Excessive Crossposts.
- Repetitive Posts.
- Posts that have nothing to do with the Nordic cultures.
Moderation Policy:
WHAT WOULD BE REJECTED ?
1) Articles that have more than three - 3 - newsgroups in the
Followup-To: field
2) Articles that are posted to more than three - 3 - newsgroups
without using the Followup-To: field to limit followups.
WHAT WOULD NOT BE REJECTED ?
1) Articles posted only to soc.culture.nordic
2) Articles posted to no more than three newsgroups
3) Articles posted to more than three newsgroups, but with followups
set to no more than three newsgroups.
4) Articles approved by the moderators of news.announce.newgroups.
No moderation of *content* are being suggested, and the moderators
will under no circumstances be authorized to reject posts based on
content, even if an article has a content that seems obviously un-
suitable according to the soc.culture.nordic charter.
INDIVIDUAL REACTIONS BY S.C.N. PARTICIPANTS
It would still be the responsibility of the individual s.c.n
readers/posters to react in what they feel are appropriate ways to
articles they feel require reactions.
CHANGES IN THE MODERATION POLICY
Changes of the moderation policy may only be made by going through the
same procedure as for creating a new newsgroup - i.e. an RFD posted to
news.announce.newgroups, news.groups and soc.culture.nordic, minimum
three weeks for discussion, a CFV posted to the same newsgroups,
neutral votetakers, minimum three weeks for voting and the requirement
for 2/3rds majority in favor of change *plus* minimum 100 more "yes"
votes than "no" votes.

The main moderator will be the person formally responsible for
ensuring that the auto-moderation software works correctly. The main
moderator will have the help of a group of maintainers.
Moderation Maintainers: to be announced
The maintainers will help the main moderator to avoid the main
moderator being swamped, should the proper operation of the system
require manual efforts.
One task that is expected to fall on the maintainers is to make a good
faith attempt to return rejection notices by email to those authors
whose rejection email from the robo-moderator bounces, due to
incorrect Reply-To adress or spam blocks in their email adress.
The procedure for electing a main moderator and moderation maintainers
has yet to be determined.

It is furthermore believed that the original *posters* of
these widely crossposted articles should be required to do
a little more work if they want to crosspost, instead of
each and every *reader* in all the newsgroups being crossposted
to being required to do the work of filtering away such
unwanted articles from their newsreader program.
Prior to the start of pre-RFD discussions on the subject of
moderating the newsgroup, approximately 50% of the articles
in the newsgroup belonged to threads crossposted to more than
three newsgroups.
Most of these threads had no apparent connection to the subject
of Nordic culture.
Hence I suggest the following remedial action: that the
newsgroup soc.culture.nordic be converted to a moderated
newsgroup, but with a very limited form of moderation -
one designed to *only* reject articles which will generate
excessively crossposted followups.
A moderated newsgroup is a newsgroup where your articles
instead of being posted immediately will be automatically
sent by email to the moderator's email address, where the
article will be reviewed, and either posted from that site,
or returned to you by email, with a rejection notice.
More information on how moderated newsgroups in general
work can be found in the article "Moderated Newsgroups
FAQ" which is posted twice monthly to the newsgroup
news.answers.
The *only* moderation criteria proposed for s.c.n is to
filter away any article which is crossposted in such
a way that it will generate *followups* in more than
*three* newsgroups without intervention from the person
following up.
This means that articles posted to a large number of groups
would still be accepted, *provided* the poster set the
Followup-To: field in his or her article header to three or
fewer newsgroups.
Content moderation is not being proposed. Any article which
either is posted solely to soc.culture.nordic, or crossposted
in such a way that followups aren't directed to more than
three newsgroups *will* be accepted by the moderator (or
moderation software).
It is proposed to *change* the existing newsgroup from
unmoderated to moderated status, instead of creating a
new newsgroup, as it is felt that the suggested moderation
will not affect legitimate messages posted to the newsgroup.
Also, I believe that there would not be enough *significant*
difference in content between a new moderated group and the
exisiting soc.culture.nordic under the proposed moderation
policy to warrant two newsgroups.
The only difference will be that, if moderated, s.c.n will
not have all the crossposted junk followups.
However, I understand that a new unmoderated newsgroup
which will cover *roughly* the same geographical area
and some of the subjects previously covered only in s.c.n
(plus some other subjects) has been proposed by Jorma Kyppô
<jorma@jytko.jyu.fi>.
This new newsgroup (which is an entirely separate proposal
made by another person) will be called talk.politics.nordic.
Readers of this RFD are encouraged to read the RFD for t.p.n,
and if they so desire, to take part in the discussion and
voting on that suggestion too.
Once soc.culture.nordic has become moderated, it is not possible
to use the same RFD/CFV process which is used to change group
*status* from unmoderated to moderated to change moderation
*criteria*, i.e. the rules for what articles will be accepted/
rejected.
The control messages which are issued after RFD/CFV process
can technically only be used to create a brand new newsgroup
or to remove a existing newsgroup.
"Changing" a newsgroup from unmoderated to moderated status
(or the other way around) is really a removal of the old
group, followed immediately by the creation of a new group
with the same name.
Technically, a newsgroup can only be in one of two conditions:
either it is unmoderated, or it is moderated. There is no
USENET-wide procedure currently in place to deal with changes
in moderation policy (i.e. the rules for what will be rejected/
accepted) of a moderated newsgroup.
Hence we need to make our own rules about how the moderation
policy can be changed after the group has been changed to
moderated status.
*If* people at a later date should want to change the moderation
*criteria* (i.e. the rules for what kind of articles will be
rejected), they must do it in the way described in the charter
below.
I do not intend to support any changes in moderation policy
which would entail censoring away unpopular opinions that
are in any way related to nordic culture, but I include this
procedure to make it possible for future readers of the group
to adapt to changing circumstances.
I have tried to balance two demands in this respect - that
uncontroversial changes should be fairly easy and that
controversial changes should be about as hard as creating
a new newsgroup.
In much the same way as there is no USENET wide way to change
moderation criteria, there isn't any USENET wide procedure to
change moderators.
In the past this has been done in an informal (and working) way,
by the initial moderator handing over to a new person when he or
she can no longer function as moderator of a newsgroup.
While I would be perfectly happy to use this procedure for
soc.culture.nordic, a few other newsgroup posters are feeling
a bit paranoid about how an "evil moderator" (tm) can take
over, so I include a procedure for how a moderator can be
forcibly deposed if a large majority of the group participants
demand it. I do not expect to see this procedure ever being used.
At the end of the proposal are the names and email addresses of the
moderator & his helpers and the submission and contact addresses
for the newsgroup.
This information also has a slight twist to help ease the minds
of people-who-fear-evil-moderators-taking-over. The email address
for the article submission address and the administrative contact
address is located at Stacken computer club at the KTH (Kungliga
Tekniska Högskolen, "The Royal Technical University") in Stockholm,
Sweden.
Lennart Regebro of Stacken has promised me that these addresses
will be changed to forward mail to another person than the
moderator in the extremely unlikely event that a moderator
refuses to step down after being deposed according to the
procedure described in the charter below.
Needless to say, this is an extremely unlikely situation, but
it certainly doesn't hurt to have these addresses constant,
even if we change moderators. In this case only the forwarding
address at Stacken must be changed, not the addresses registered
in the various newsservers.

RFDs and CFVs would be included in group 3 above. They might be
posted to a large number of newsgroups, but the followups will
be directed to news.groups, where any discussion is supposed to
take place.
No moderation of *content* are being suggested, and the moderators
will *not* be authorized to reject posts based on content, even if
an article has a content that seems obviously unsuitable according
to the soc.culture.nordic charter.
CHANGING THE CHARTER, INCLUDING MODERATION CRITERIA
The moderator or any other poster can suggest a change in the
charter, including the moderation criteria for the newsgroup
in an article posted to the newsgroup soc.culture.nordic *only*.
Such proposals for the change in moderation criteria *must*
contain the key phrase "CHARTER CHANGE PROPOSAL:" in capital
letters in the subject field of the article, and the main idea
of the changes must also be described briefly in the subject
line, so people can identify articles that belong to the debate
about your proposal.
Failure to include the phrase "CHARTER CHANGE PROPOSAL:" will
lead to a proposal not being considered a proposal for change,
regardless of how many people are in favor of it.
This is to ensure that everybody is aware or have a fair chance
of being made aware *that* changes are being proposed and also
*what* changes are being proposed.
Changing the subject line to something else in a followup to
such an article will make your article *not* count when it comes
to counting public support or opposition to the proposal - se
below.
This is to ensure minimum confusion about what proposal you are
supporting or opposing, if several proposals are being debated.
The poster who proposed changes must keep track of public support
and opposition for his or her proposal. At the end of a 21 day
discussion period, and after having allowed seven more days for
answers to come back to the proponent's site, a list of the names
of people who have publicly supported and publicly opposed the
proposal *must* be compiled by the original poster. This list must
clearly indicate whether a poster supported or opposed the proposal.
To count as public support for a proposal, a followup must contain
an unambigous phrase like "I support this proposal".
To count as public opposition to a proposal, a followup must contain
an unambigous phrase like "I oppose this proposal".
Conditional or ambigous phrases like "I would have supported this
proposal, if ..." is not counted as neither public support nor
public opposition.
Opinions that are posted 22 or more days after the date stamp
on the original proposal do not count as neither public support
nor public opposition.
Opinions which are not posted to the newsgroup (e.g. opinions
sent only by email to the proponent) do not count as neither
public support nor public oppositon.
If 15 or more posters publicly agree with the proposal, *and* 4
or fewer posters publicly disagree within the space of 21 days
from the date such a proposal is posted, the proposal shall be
considered an uncontroversial proposal with wide support, and it
may be implemented immediately after the list of supporters and
opponents have gone unchallenged for 10 days (se below).
If only 14 or fewer people publicly expresses support for the
proposal during the 21 day discussion period, the proposal shall
be considered be a unsupported proposal and must be dropped.
Of course, a *new* proposal, with a *different* Subject: line may
be proposed by the same poster, based on the comments his or her
initial proposal got. In this case this proposal is treated just
like it was an initial proposal, with a 21 day discussion period
and a need for public support to be adopted or put up for voting.
If 15 or more people publicly supports a proposal *and* 5 or more
people publicly protests a proposal, it shall be considered a
controversial proposal, requiring the more formal approach of
voting by email, *if* the proponent wishes to try to push this
proposal through.
The person who proposed the changes *must* make a good faith
attempt to send this list by email to all the people who have
voiced an opinion in the thread, and clarify by email any
misunderstandings about support and opposition.
No new names may be added to the list at this stage and no names
may be removed from the list except at the express request of the
poster.
Then the proponent must post the list and results to the newsgroup in
an article with the word "RESULT " added *before* "CHARTER CHANGE
PROPOSAL" in the Subject: field.
If this list has not been posted within 14 days after the end of
the discussion period the proposal is considered abandoned, and
will have to be restarted from scratch.
After the list of results have been posted, there will be a 10 day
period where people can protest, if they feel that their opinion
has been misrepresented. In case of protests, the proponent will
changes his or her list to reflect the new status.
Voting by email shall be done as follows:
The proponent *must* first post the "RESULT CHARTER CHANGE PROPOSAL:"
article, and explain that the proposal is so controversial that a
formal vote by email is neccessary.
Then he or she *may* post a new article containing the
phrase "EMAIL VOTE CHARTER CHANGE:" in the subject line.
This article must contain clear instructions on how to
vote on the proposal by *email* (only), and explain both
how you can vote "yes" and how you can vote "no" to the
proposal.
This article should *only* be posted in the newsgroup
soc.culture.nordic.
The proponent is responsible for counting the votes or
arranging for someone else to count the votes.
No other way of voting than voting either "yes" to the
proposal or "no" to the proposal shall be allowed.
Any votes mailed 22 or more days after the call for votes
was posted will be discarded without being counted.
Only votes received by email will be counted. Followups
in the newsgroup are not counted as email votes.
To be accepted, a controversial proposal must get at least
twice as many "yes" votes as "no" votes, and in *addition*
there must be at least *50* more "yes" votes than "no" votes.
The list of votes received by email shall be published in
an article with the phrase "RESULT EMAIL VOTE CHARTER CHANGE",
in the same manner as for the results for public approval
or opposition.
However, in the case of email voting on a controversial
proposal, there are only two possible outcomes: the proposal
is *either* adopted *or* rejected.
Any changes which have been approved in the group and which
requires practical help from the moderator (e.g. to change
a mod-bot), shall be coordinated between the person proposing
the change and the main moderator as to how and when the
changes will be done.
The moderator will keep the updated version of the charter
and make it available to anyone who request it by whatever
means seems reasonable to the moderator and moderation board.
CHANGING THE MODERATOR
If the moderator or a member of the moderation board
announces his or her retirement, he or she may at the
same time announce a suggested replacement moderator.
If no protest has been received before the 30th day
after the announcement, the new moderator is considered
to have been elected by acclamation, and the sitting
moderator may post an article to that effect and turn
the job over to the replacement moderator.
If anyone should wish to protest and demand a full
election, they must do so within 21 days from the
date of the moderator's announcement. The protest
must give the name of another person who is willing
to serve as moderator.
If anyone wish to demand that a sitting moderator be
deposed, the poster must demand a full election and
propose a replacement.
In either of these cases, the article demanding an
election shall have the subject line: "DEMAND FOR
ELECTION".
Then there shall be a period of 21 days from the date
such an protest article is posted, where people can
publicly state *whether* they want to have a new
election or not.
The person who posted the proposal is responsible for
counting public support and public opposition to the
demand for a new election.
Public support consists of articles that unambigiously
state words to the effect of "yes, I want an election
now". Public opposition consists of articles that
unambigously state words to the effect of "no, I do not
want an election now".
At the end of this period he or she will wait for seven
more days to collect opinions posted before the end of
the 21 day of the discussion period.
The proponent must then post a summary of opinions
received in an article with the subject line "RESULTS
DEMAND FOR ELECTION".
At least 2/3 of the people voicing a clear opinion on
this question, in *addition* to a majority of 50 votes
is neccessary to *force* an election for a new moderator.
This post must be left out for 10 days for people to be
able to check and correct any misunderstandings about how
they felt about the proposal.
If the proposal to change the moderator cannot get the
required public support, no election can be organized.
The procedure for an election is as follows:
The person who proposed replacing the moderator will
organize the election.
This election organizer *must* post an article with
the Subject line "CALL FOR NOMINATIONS".
During the next 21 days anyone can propose names of
persons for the position.
The election organizer will collect the names of the
people nominated and after the 21 days and the normal
7 day waiting period, will publish a list of candidates
nominated.
Then the election organizer *must* post an article with
the Subject line "VOTING ON NEW MODERATOR". This article
must give clear instructions on how to vote by email and
list the people nominated.
To be valid, a ballot must state unambigously something
along the lines of "I vote for <insert name> as moderator
for soc.culture.nordic".
The election organizer collects the ballots, organize a
summary sorted by the name of the candidates, and after
a 21 day voting period, post an article with the title
"RESULTS VOTING ON NEW MODERATOR".
The person getting most votes is elected the new moderator.
It is theoretically possible that this person will get less
than 50% of the vote, if there are three or more candidates,
but in actual practice it is expected that there will only
be two serious candidates for the job - the moderator's
suggestion and an opposition candidate.
In the *extremely* unlikely scenario that a deposed moderator
refuses to that he or she has been deposed, the election
organizer will contact the board of the Stacken computer club
and ensure that the former moderator is locked out and the
new moderator is given access to the submission email address
and the administrative contact email address.

The responsibilities of the main moderator are:
1) To ensure that the moderation of the newsgroup is
at all times done according to the current moderation
criteria.
2) To keep an updated copy of the charter (including
the moderation criteria) at at all times, and make that
copy available to anyone who requests it.
3) To ensure that articles submitted for moderation will
be processed as promptly and efficiently as possible.
4) To ensure that accepted articles will be posted in
an as expedient and reliable way as can be arranged.
5) To ensure that rejection notices will be mailed
promptly to the return adress given in rejected articles,
with an explanation of why the article was rejected.
6) To make a *reasonable attempt* to re-send rejection
notices to people people whose rejection notices bounce

no longer can perform the job as moderator, and help
arrange an election for a new moderator.
The responsibilities of the moderation board members are:

attempt to re-send bounced rejection notices to people
whose articles are rejected.
3) To elect a member of the board as interim moderator

Rationale part A: How does the RFD process work ?
The purpose of the RFD (Request for Discussion) process is
to get a rough idea about how much support and opposition
the proposal will gather in a vote, and to end up with a
clear proposal that people can vote on.
Then, when I feel we have a good enough proposal we will have
a vote. The proposal will be sent by email to the all volunteer
Usenet Volunteer Votetakers (UVV) group, who will assign a
neutral person to count the votes.
The UVV will post a Call For Votes (CVF) in the same newsgroups
as this RFD message went out to.
This CFV will contain instructions on how to vote by email.
I do not expect *every* single person who reads this to agree
with the proposal, but the standard USENET rules for voting
on proposals are such that the minority view is pretty well
protected.
When the votes are counted, there has to be at least 100 more
"yes" votes than "no" votes, and 2/3rds or more of all votes
must be "yes" votes for this proposal to be accepted.
That means that if *less* than 100 people votes "yes", the
proposal will *not* be accepted, even if nobody protests.
If 50 people vote "no", then at least 150 people (100+ and
2/3rds) must vote "yes" for the proposal to be adopted.
And if 100 people vote "no", then at least 300 people must
vote "yes" for the proposal to be adopted.
So your vote counts, no matter whether you intend to vote
"yes" or "no" after having read this proposal.
Let me repeat that an article will be posted when the time
to vote comes, with the abbreviation "CFV: " (Call For Votes)
at the start of the subject line.
I expect that the first call for votes will be published at
the start of September 1997, if we have a volunteer votetaker
ready at that point, with the second and last reminder a week

I respectfully suggest that new readers who haven't followed
the debate on the first and second RFD consider go look up
what has already been said before on the subject, before
they post their own comments on this version of the proposal.

Rationale part C: What is wrong with the existing soc.culture.nordic?
Soc.culture.nordic (s.c.n), like many other newsgroups, is
presently getting a large number of articles which are being
crossposted in from other newsgroups by people who apparently
are not very interested in reading or participating in the
newsgroups they post in.
It has been noted that many of these articles are crossposted
to more than three newsgroups, without any attempt to direct
followups to the poster or to a few selected newsgroups where
the followups will be on topic.
These wide crossposts tends to start floating flame feasts
that can last for weeks, where the people who follow up on
the crossposted original article also tend to crosspost their
reply to all these newsgroups.
While many regular readers of s.c.n are able to filter out
these posts with the help of kill- or score-files in their
personal newsreader, they first have to download the articles
to their local machine to sort out the stuff that obviously
do not belong in the newsgroup. This takes time and costs
money.
It is also felt among many of the newsgroup's regular posters
that these wide crossposts are harmful to the newsgroup in
the following ways:
1) They lower the signal to noise ratio and hence the value
of the newsgroup significantly for many of the current
newsgroup participants, causing people to drop out.
2) They may discourage new people interested in Nordic culture
from subscribing to and participating in the newsgroup, and
3) They are a blatant violation of the spirit of USENET netiquette,
which states that you should not crosspost to other newsgroups
just to gain a larger audience, you should only post to a group
when your article is relevant for what the group has been set
up to discuss. In this case Nordic culture.
Prior to the start of pre-RFD discussions on the subject of
moderating the newsgroup, approximately 40% of the articles
in the newsgroup belonged to threads crossposted to more than
three newsgroups.
Most of these threads, when examined, had no apparent connection
to the subject of Nordic culture.
The latest measurement, performed during the vacation quiet
in mid-july shows that even at this time of 27% of the articles
at my local newsserver disks are crossposts to more than three
newsgroups.
This means that even in the quiet period in July between 1 in 3
and 1 in 4 of all articles sent to the newsgroup is widely
crossposted.
I think this is *way* too much crossposting.

Rationale part D: How do I suggest we fix it ?
I suggest we convert the newsgroup soc.culture.nordic
to a moderated newsgroup, but with a very limited form
of moderation.
The proposed moderation criteria will *only* filter
away/reject articles which would generate excessively
crossposted followups.

Rationale part E: What is a moderated newsgroup ?
A moderated newsgroup is a newsgroup where your articles,
instead of being posted immediately, will be automatically
sent by email to the moderator's email address, where the
article will be reviewed (filtered), and either posted from
that site, or returned to you by email, with a rejection
notice.
If you post to several newsgroups at the same time, only one
of which are moderated, then your article will be tested in
that group first. If it fails there, it will returned to you
by email and not posted to any of the other groups either.
More information on how moderated newsgroups in work can be
found in the article "Moderated Newsgroups FAQ" which is
posted twice monthly in the newsgroup news.answers.

Rationale part F: What *will* be filtered away ?
The *only* moderation criteria proposed for s.c.n is to
filter away any article which is crossposted in such
a way that it will generate *followups* in more than
*three* newsgroups without intervention from the person
following up.
This means that articles posted to a large number of groups
would still be accepted, *provided* the poster set the
Followup-To: field in his or her article header to three or
fewer newsgroups.

Rationale part G: What will *not* be filtered away ?
Content moderation is not being proposed. Any article which
either is posted solely to soc.culture.nordic, or crossposted
in such a way that followups aren't directed to more than
three newsgroups *will* be accepted by the moderator (or
moderation software).
This in particular means that no articles will be stopped
because the moderator don't like a person, or because the
moderator do not like a subject.
If the article is not too widely crossposted, it will go
through.
*If* the readers of s.c.n at some *future* time should
decide that they would like to filter away e.g. ads, then
someone will have to propose an amendment to the charter
and organize an election under the rules described in the
charter and get enough "yes" votes to get the proposal
approved.
I consider it very unlikely that anyone would be able to
get e.g. a proposal to lock out people approved, given that
just about everyone who has voiced an opinion in the debate
is vehemently opposed to the idea of any such blacklists.

Rationale part H: Why moderate the *existing* group ?
It is proposed to *change* the existing newsgroup from
unmoderated to moderated status, instead of creating a
new newsgroup, as it is felt that the proposed moderation
policy will *not* affect many (if any) of the legitimate
messages posted to the newsgroup.
The only difference will be that, if moderated, s.c.n will
not have all the crossposted junk followups.
I believe that there would not be enough *significant*
difference in content between a new moderated group and the
existing soc.culture.nordic under the proposed moderation
policy to warrant two newsgroups.

Rationale part I: What is talk.politics.nordic ?
One of the people opposed to my proposal to moderate this
newsgroup (soc.culture.nordic), Jorma Kyppö of the University
of Jyvaskylä, have proposed a *second* newsgroup, to be named
talk.politics.nordic.
His proposal is that t.p.n, if approved, will be an unmoderated
newsgroup covering *some* of the same geographical area as soc.
culture.nordic.
The main difference is that talk.politics.nordic will cover
a wider geographical area, including Russia and the Baltics
Sea countries, plus European Union matters related to the
Nordic countries, and that it will be concentrating more on
political issues, instead of culture.
Readers who are interested in talk.politics.nordic should read
the RFD posted by Jorma, and take part in the discussion about
that proposal.
I would like to emphasize that the proposal you are reading now
(about soc.culture.nordic) and the proposal about talk.politics.
nordic are two *separate* proposals, posted by two separate people.
You can take part in the discussions about and vote on either
of these two proposals, both of these proposals or none of the
proposals, as you prefer.

Rationale part J: Why rules on how to change rules ?
Once soc.culture.nordic has become moderated, it is not possible
to use the same RFD/CFV process which is used to change group
*status* from unmoderated to moderated to change moderation
*criteria*, i.e. the rules for what articles will be accepted/
rejected.
The control messages which are issued after RFD/CFV process
can technically only be used to create a brand new newsgroup
or to remove a existing newsgroup.
"Changing" a newsgroup from unmoderated to moderated status
(or the other way around) is really a removal of the old
group, followed immediately by the creation of a new group
with the same name.
Technically, a newsgroup can only be in one of two conditions:
either it is unmoderated, or it is moderated. There is no
USENET-wide procedure currently in place to deal with changes
in moderation policy (i.e. the rules for *what* will be
rejected/accepted) in a moderated newsgroup.
Hence, we need to make our own rules about how the moderation
policy can be changed after the group has been changed to
moderated status.
*If* people at a later date should want to change the moderation
*criteria* (i.e. the rules for *what* kind of articles will be
rejected), they must do it in the way described in the charter
below.
*I* certainly do not intend to support any changes in moderation
policy which would entail censoring away unpopular opinions or
any other articles that are in any way related to nordic culture,
but I include this procedure to make it possible for future readers
of the group to adapt the rules to changing circumstances.

Rationale part K: Why rules on how to change moderators ?
In much the same way as there is no Usenet wide way to change
moderation criteria, there isn't any Usenet wide procedure to
change or replace moderators.
In the past this has been done in an informal (and simple)
manner, by the initial moderator handing over to a new person
when he or she can no longer function as moderator of a
newsgroup, for real life reasons - graduation, marriage,
a new job or whatever.
While I would be perfectly happy to use this procedure for
soc.culture.nordic, some of the other newsgroup posters are
a bit worried about how an "evil moderator" could take over,
so I have included a procedure for how a moderator can be
forcibly deposed if a large majority of the group participants
demand it.
I do not expect to see this procedure ever being used.
At the end of the proposal is a list with the names and email
addresses of the people who have volunteered to take on the
job as moderator & moderation board and the submission and
contact addresses for the newsgroup.
That procedure also has a slight twist to help ease the minds
of people who are concerned about the moderator turning rogue.
The email address for the article submission address and the
administrative contact address is located at Stacken computer
club at the KTH (Kungliga Tekniska Högskolen, "The Royal
Technical University") in Stockholm, Sweden.
These addresses can be changed by the computer club to forward
mail to another person than the moderator in the unlikely event
that a moderator refuses to step down after being deposed according
to the procedure described in the charter below.
Needless to say, I think this is a pretty unlikely situation, but
it certainly doesn't hurt to have these addresses constant, even
if we change moderators the normal way - by one handing over to
another. In this case only the forwarding address at Stacken must
be changed, not the addresses registered on the various newsservers
around the world.
Finally - after that long, long introduction, we come to the proposal
itself:

1. WHAT IS DISCUSSED IN THIS NEWSGROUP ?

1.1. The group provides a forum for discussion of topics related
to the Nordic countries and cultures, i.e. the past and present
culture and life in the countries Denmark, Finland, Iceland,
Norway and Sweden, as well as Nordic-related topics from other
countries and regions.
2. LANGUAGES AND CONTRIBUTORS IN THE NEWSGROUP

2.1 Contributions and queries from people other than Nordics
are most welcome.
2.2 Most posters currently use English in this newsgroup,
but articles in any of the Nordic languages are perfectly
acceptable.
3. THE SOC.CULTURE.NORDIC FAQ
------------------------------
3.1 A fairly extensive FAQ (Frequently Asked Questions) is
available on the web. Currently the FAQ can be found at URL
<http://www.lysator.liu.se/nordic/>.
3.2 The FAQ maintainer periodically posts a mini-FAQ/index
to the newsgroup soc.answers, with pointers to the full FAQ
on the web.
3.3 New readers of the newsgroup are *strongly* encouraged
to scan through this mini-FAQ in soc.answers before posting,
to see if their query has already been answered enough times
for someone to write a FAQ entry on the subject.
4. WHAT KIND OF ARTICLES ARE INAPPROPRIATE ?

4.1 The following types of articles have traditionally been
considered unwelcome by most active participants on the news-
group, and are likely to bring flames to you or complaints
to your Internet Service Provider (ISP) or to the mail fraud
authorities in your country:
4.1.1 Personal advertisements or penpal requests.
4.1.2 Commercial advertisements.
4.1.3 Attempted mail fraud (Make Money Fast chain mail variants).
4.1.4 Test messages.
4.1.5 Binaries.
4.1.6 Excessive cossposts, even with a proper followup.
4.1.7 Repetitive posts.
4.1.8 Articles designed to draw flames (trolls).
4.1.9 Articles that have nothing to do with the Nordic cultures.
5. THE MODERATION POLICY OF SOC.CULTURE.NORDIC:

5.1. The newsgroup is a moderated newsgroup.
5.2 The moderator is *only* authorized to reject the following
types of articles:
5.2.1 All articles that have *more* than three newsgroups
in the *Followup-To:* field, no matter how many articles
there are in the Newsgroups: field.
5.2.2 All articles that are posted to *more* than three
newsgroups *without* using the Followup-To: field to limit
followups to three or fewer newsgroups.
5.3 The moderator is *not* authorized to reject any
other articles than the articles listed in this section
of the charter.
5.4 The rules for how moderation criteria can be changed
as described in chapter 6 of this charter.
6. HOW TO CHANGE THE CHARTER (PROTECTED CHAPTER)
------------------------------------------------
6.1 This chapter regulates how the charter (*including* the
moderation criteria) can be changed.
6.2 The chapters labelled "(protected section)" may *not* be
changed at all, once this charter has been adopted.
6.3 *Any* newsgroup participant, including the moderator, can
propose that the non-protected parts of the charter be changed.
6.4 The procedure to change the charter is as follows:
6.4.1 The proposal to change the charter must be posted in an
article sent to soc.culture.nordic (only). This article *must*
have the words "CHARTER CHANGE" in the Subject field.
6.4.2 A discussion period of 21 days must be allowed. During this
period the proposer is responsible for counting opinions.
6.4.3 At the end of the 21 day discussion period the proposer must
post an article listing who supported the proposal and who opposed
it.
6.4.4 If at least 15 newsgroup participants support the proposal,
it *may* be taken to a vote. It may also be dropped, should the
original proposer so desire.
6.4.5 The proposer then make any changes in his proposal waranted
by the discussion, writes up his proposal and take it to the
moderation board. The moderation board will help set up a vote on
the proposal.
6.4.6 A call for votes will be posted by the moderation board. It
will contain instructions on how to vote by email.
6.4.7 Maximum one vote per newsgroup participant, maximum one vote
per email address.
6.4.8 The voting period may not be shorter than 21 days.
6.4.9 The moderation board is responsible for posting an article
to the newsgroup containing a list of all the votes received by
the end of the voting period.
6.4.10 If there are minimum 50 more "yes" than "no" votes, and
at the same time minimum 2/3rds "yes" votes, the proposal has
been accepted.
6.4.11 The moderator will at all times keep the up-to-date
master copy of the charter, and make it publicly available
to the newsgroup participants.
7 THE MODERATOR:

7.1 The moderator may use any kind of tools he or she find
suitable to moderate the group according to the moderation
criteria in chapter 5.
7.2 He or she is free to cooperate/coordinate with the moderators
of other moderated newsgroups if neccessary.
7.3 The moderator will at all times maintain an up to date copy of
this charter.
7.4 The initial moderator listed at the bottom of this proposal is
automatically appointed if this proposal is adopted.
8 REPLACING THE MODERATOR: (PROTECTED CHAPTER)

8.1 When the moderator retires he or she may propose a replacement
moderator to the newsgroup.
8.2 *Unless* 15 or more newsgroup participants within the next 21
days publicly demand an election, the new replacement moderator is
considered appointed.
8.3 *Any* newsgroup participant can at *any* time publicly
demand an election to replace the current moderator or to
elect a replacement for a retiring moderator, *within* the
following limitations:
8.3.1 The name and email address of a person willing to serve
as moderator *must* be included in this demand.
8.3.2 Any *one* newsgroup participant may *not* propose the
replacement of the moderator more than *once* every six months.
8.4 For a formal election to be organized, a total of 15 or more
newsgroup participants must publicly demand an election.
8.5 *If* enough people want an election, the moderation board
members will help set up an election.
8.6 The moderation board can organize the election in any way
they find reasonable, *within* the following limitations:
8.6.1 There must be a public call for candidates. All candidates
proposed must be put on the ballot. The ballot must contain
instructions on how to vote.
8.6.2 Voting must be done by email. Max one vote per newsgroup
participant, and max one vote per email address.
8.6.3 At least 50 valid votes total is required for the result
of a vote to be declared valid.
8.6.4 The voting will be done using the Single Transferable Vote
(STV) system. In this system the voters put numbers next to the
names of the candidates - "1" for their first choice, "2" for their
second choice and so on.
When the votes are counted, it is first checked if one first choice
candidate has received more than 50% of all the votes cast. If one
candidate has received more than 50% of the vote this candidate is
declared the winner.
If none of the top choice candidates get more than 50% of the votes,

RATIONALE: soc.culture.nordic
Recently the existing newsgroup soc.culture.nordic has been getting a
lot of articles which have been widely crossposted. During the last 6
months, between 20 and 40% of the articles appearing in the newsgroup
have been crossposted to more than three newsgroups.
Such articles rarely, if ever, are related to nordic culture (ie the
culture of Denmark, Finland, Iceland, Norway, Sweden and related
areas), and they typically generate a lot of followups from people who
either do not realize or do not care that their followups also are
crossposted.
Crossposted articles lower the signal to noise ration of the group,
and it is felt by the supporters of moderation that the people who
desire to crosspost articles should have the work of spreading their
message to several newsgroups, instead of the readers of a newsgroup
having to spend time individually filtering away articles that are not
targettet directly at the newsgroup.
Hence moderation is proposed, with the moderation criteria being that
articles which are widely crossposted will be rejected. Content-based
moderation will not be introduced - ie articles posted only to the
newsgroup soc.culture.nordic, with a followup to s.c.n will not be
affected by the proposed moderation criteria, regardless of the
content of the article.
Procedures for changing the moderation criteria (if desired at a later
date), for electing or replacing a moderator and for overseeing that
moderation is done according to charter is also covered in the
proposal.

Recently the existing newsgroup soc.culture.nordic has been getting a
lot of articles which have been widely crossposted. During the last 6
months, between 20 and 40% of the articles appearing in the newsgroup
have been crossposted to more than three newsgroups.
Such articles rarely, if ever, are related to nordic culture (ie the
culture of Denmark, Finland, Iceland, Norway, Sweden and related
areas), and they typically generate a lot of followups from people who
either do not realize or do not care that their followups also are
crossposted.
Crossposted articles lower the signal to noise ration of the group,
and it is felt by the supporters of moderation that the people who
desire to crosspost articles should have the work of spreading their
message to several newsgroups, instead of the readers of a newsgroup
having to spend time individually filtering away articles that are not
targettet directly at the newsgroup.
Hence moderation is proposed, with the moderation criteria being that
articles which are widely crossposted will be rejected. Content-based
moderation will not be introduced - ie articles posted only to the
newsgroup soc.culture.nordic, with a followup to s.c.n will not be
affected by the proposed moderation criteria, regardless of the
content of the article.
Procedures for changing the moderation criteria (if desired at a later
date), for electing or replacing a moderator and for overseeing that
moderation is done according to charter is also covered in the

5.2 The moderator is *only* authorized to reject the following types
of articles:
5.2.1 All articles that have *more* than three newsgroups in the
*Followup-To:* field, no matter how many articles there are in the
Newsgroups: field.
5.2.2 All articles that are posted to *more* than three newsgroups
*without* using the Followup-To: field to limit followups to three or
fewer newsgroups.
5.3 The moderator is *not* authorized to reject any other articles
than the articles listed in this section of the charter.
5.4 The rules for how moderation criteria can be changed is described
in chapter 6 of this charter.
6. HOW TO CHANGE THE CHARTER

6.1 (Protected section) This chapter regulates how the charter
(*including* the moderation criteria) can be changed.
6.2 (Protected section) The chapters labelled "(protected section)"
may *not* be changed at all, once this charter has been adopted.
6.3 (Protected section) *Any* newsgroup participant, including the
moderator, can propose that the non-protected parts of the charter be
changed.
6.4 (Protected section) The procedure to change the charter is as
follows:
6.4.1 (Protected section) The proposal to change the charter must be
posted in an article sent to soc.culture.nordic only. This article
*must* have the words "CHARTER CHANGE" in the Subject field.
6.4.2 (Protected section) A discussion period of minimum 21 days must
be allowed. During this period the proponent is responsible for
counting public support and public opposition to the proposal.
6.4.3 (Protected section) At the end of the discussion period the
proponent must post an article listing who supported the proposal and
who opposed it.
6.4.4 (Protected section) If at least 15 newsgroup participants
support the proposal, it *may* be taken to a vote. It may also be
dropped, should the original proponent so desire.
6.4.5 (Protected section) The proponent makes any changes in the
proposal waranted by the discussion, writes up the final proposal and
take it to the moderation board. The moderation board will help set up
a vote on the proposal.

posted in an article sent to soc.culture.nordic only. This article
*must* have the words "CHARTER CHANGE" in the Subject field.

counting public support and public opposition to the proposal.

When the votes are counted, it is first checked if one first choice
candidate has received more than 50% of all the votes cast. If one
candidate has received more than 50% of the vote this candidate is
declared the winner.
If none of the top choice candidates get more than 50% of the votes,
the candiate with the fewest top choice votes are eliminated.
The votes cast for this person is then reexamined and the next choice
candidates from these ballots are used for the next round of vote
counting.
The candidate which ends up with more than 50% of the votes in the

If the last two candidates each end up with exactly 50% of the last

RATIONALE: soc.culture.nordic
Recently the existing newsgroup soc.culture.nordic has been getting a
lot of articles which have been widely crossposted. During the last 6
months, between 20 and 40% of the articles appearing in the newsgroup
have been crossposted to more than three newsgroups.
Such articles rarely, if ever, are related to nordic culture (ie the
culture of Denmark, Finland, Iceland, Norway, Sweden and related
areas), and they typically generate a lot of followups from people who
either do not realize or do not care that their followups also are
crossposted.
Crossposted articles lower the signal to noise ration of the group,
and it is felt by the supporters of moderation that the people who
desire to crosspost articles should have the work of spreading their
message to several newsgroups, instead of the readers of a newsgroup
having to spend time individually filtering away articles that are not
targettet directly at the newsgroup.
Hence moderation is proposed, with the moderation criteria being that
articles which are widely crossposted will be rejected. Content-based
moderation will not be introduced - ie articles posted only to the
newsgroup soc.culture.nordic, with a followup to s.c.n will not be
affected by the proposed moderation criteria, regardless of the
content of the article.
Procedures for changing the moderation criteria (if desired at a later
date), for electing or replacing a moderator and for overseeing that
moderation is done according to charter is also covered in the
proposal.
The proposal has also been extensively discussed in soc.culture.nordic
and in news.groups. Most newsgroup participants who have expressed an
