This is a formal Request For Discussion on the creation of an unmoderated
newsgroup, comp.std.pascal.

This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation.  Its language is based on previously submitted RFDs.  The RFD is
being cross-posted to the following relevant news groups:

CHARTER

The comp.std.pascal newsgroup will be open to discussion of the Pascal
language standards, the Pascal language as defined by those standards,
compilers conforming to the standards, and other Pascal standards related
topics.
The existing stanards for the Pascal language are as follows:

        ISO/IEC 7185 "Programming Languages - Pascal"
        ANSI/IEEE 770X3.97-1983 "American National Standard Pascal Computer
        Programming Language"
        ISO/IEC 10206:1991 "Programming Languages - Extended Pascal"
        ANSI/IEEE 770X3.160

The newsgroup will be founded on these standards, but will be open to
further standards forthcoming.

RATIONALE

The Pascal is an unusual (perhaps unique) language in that the officially
defined standards are not the basis of the most widely used variant of
the language Pascal. The only existing Pascal oriented newsgroup,
comp.lang.pascal, has, by observation, come to be dominated by traffic
based on the leading defacto standard, the Borland Pascal variant.
Since this defacto standard is not compatible with the standard
language, this leads to the need to "hunt" for traffic on the standards
and the standard language among the much greater volume of Borland
Pascal based traffic. I propose that both the users of the standard Pascal
language and the users of Borland would be better served if the
languages were separated into two groups. I further assert that because
comp.lang.pascal is overwhemingly Borland Pascal based, that having
the standard Pascal based users move elsewhere and leaving the majority
of the comp.lang.pascal users alone would only be fair.

PRECEDENT

Several groups exist to discuss the standard versions of languages,
including comp.lisp, comp.c, comp.c++.

FUTURE CALL FOR VOTES

After a discussion period of 21-30 days, if there are no overwhelming
objections to the proposed group, there will be a Call For Votes (CFV)
posted to the same groups as this RFD.  The voting period will be at least

I request discussion on the proposal that the group known as:

        comp.lang.pascal

be restructured into the following groups:

        comp.lang.pascal.misc (replacing comp.lang.pascal)
        comp.lang.pascal.borland

This change is felt nessary because of the existance of mutually
incompatible versions of the language Pascal. This group split will give
the most popular versions of the language their own newsgroups, and also
create a common area for discussion of all Pascals.

This is a 2nd formal Request For Discussion (RFD) about the creation
of several newsgroups relating to Borland's Delphi rapid application
development system.  The first RFD used the names
comp.soft-sys.app-builder.delphi.*; this proposal changes the base of
the newsgroup names to comp.lang.pascal.delphi.

This RFD has been posted in accordance with the Guidelines for
Newsgroup Creation.  This RFD will be cross-posted to the following
relevant newsgroups:

    news.announce.newgroups, news.groups, comp.lang.pascal,
    comp.os.ms-windows.programmer.controls,
    comp.os.ms-windows.programmer.tools, comp.databases.paradox,

Discussion of this proposal should take place in news.groups.

RATIONALE

1.  Placement of hierarchy

During the comp.lang.pascal reorganization and the Delphi discussion
there has been extensive discussion of the appropriate place for
Delphi in the Usenet hierarchy.  There were 4 main proposals for the
placement:

  Comp.lang.delphi

This group was initially the most popular.  However, the programming
language underlying Delphi is called Object Pascal rather than
Delphi, and it is not different enough from Pascal to warrant
creation of a separate comp.lang newsgroup.

  Comp.lang.pascal.delphi

This group was initially second most popular, and later became the
most popular choice.  If Delphi is placed in the comp.lang hierarchy,
it seems the most natural place.  However,

  - it downplays the database aspects of Delphi
  - it moves Delphi away from the related packages PowerBuilder and
  Uniface.

  Comp.soft-sys.delphi

Much of Delphi is not really a "language" at all; the VCL library
with its database support and the visual design environment are
valuable parts of the package, suggesting that comp.soft-sys is an
appropriate place. This proposal received very little support.

  Comp.soft-sys.app-builder.delphi

The comp.soft-sys hierarchy contains a number of unrelated software
packages, and there has been a recent effort to organize these into
subgroups by topic (e.g. c.s.math.mathematica,
c.s.multimedia.cu-seeme.*, and the c.s.app-builder.uniface
proposal).

Within comp.soft-sys, Delphi is most closely related to Uniface,
another application development product, and would belong as a
sibling of it in the app-builder subgroup.

This name was proposed in the 1st RFD, and received some support,
though not nearly as much as c.l.p.d.  On the negative side, it was
pointed out that:

  - it may cause confusion with the Novell Visual
AppBuilder product (which performs a function similar to Delphi)
  - it downplays the Pascal language aspect of Delphi, and may lead
to numerous incorrect posts to the c.l.p groups
  - it violates the precedent of placement in the comp.lang
hierarchy set by Visual Basic, the closest existing package to
Delphi


In my judgment, the two names c.l.p.d and c.s.a.d are clearly better
than the other choices.  Neither is perfect, but I would judge their
flaws to be roughly equal.  However, c.l.p.d has been much more
popular than c.s.a.d in the Delphi discussion, and so I have changed
the proposal.

2.  Choice of subgroups

There is no change to the subgroups from the original proposal:

The current volume of postings in comp.lang.pascal suggests that
about 3 newsgroups would have a reasonable amount of traffic.  The
choice of "databases", "components" and "misc" represents my judgment
of a clear delineation of topics.  The databases and misc subgroups
will likely have similar high traffic rates.  The components group
will probably be more technical and lower volume.

In the future, new subgroups separating local database issues from
client-server issues, and separating language from VCL from IDE
usage issues might be appropriate, if traffic warrants.  A moderated
group for new product announcements may also prove to be desirable.

CHARTERS (AND CONTEXT)

Delphi is Borland's recently released rapid application development
system for MS Windows.  It consists of a compiler for a version of
Object Pascal descended from Borland's Pascal compilers, a
user-interface and database access library called VCL, and a
development environment allowing for components to be dropped from a
palette into an application.  Components may also be written in
Delphi and installed into the environment.

Since the release of Delphi, most Usenet discussion of it has taken
place in comp.lang.pascal, raising the volume of postings there from
70/day to 200/day.

c.s.a.d.databases group.  Discussions about how to use components
would belong in c.s.a.d.misc.

"misc" was chosen to be in line with current newsgroup name
conventions.

database specific issues), how to port code from other languages to
Delphi, how to create DLLs, bugs and workarounds in VCL,
announcements of new products, general help in getting started,
where to find ftp and www sites regarding Delphi, etc. would all be
on topic here.



WHAT'S NEXT

    Seven days after this RFD is posted, if there are not overwhelming
    objections to any of the proposed groups, there will be a Call For
    Votes (CFV) posted to the groups as this RFD has been. The voting
    period will be 22 days. Each group that passes, by receiving 100
    more YES votes than NO votes *and* twice as many YES votes as NO
    votes, will be created.
