                          2nd REQUEST FOR DISCUSSION

This is a request for discussion of a new newsgroup, soc.culture.cambodia

Proposed Charter:

The purpose of the group is to exchange news and information about
Cambodia (Kampuchea), its people, culture and history, and the
Cambodian language (Khmer). Up to now, there has never been a place
to discuss these issues. This newsgroup will provide a place to
talk/get information about Cambodia.

Status: Unmoderated

Discussion:

The discussion period will last until 30 June 1993. Comments on this
proposed new newsgroup should be posted to the Usenet newsgroup
"news.groups".

The discussion should determine whether there is enough interest in
Cambodia and its culture to warrant the creation of a Usenet newsgroup
for this subject. Anyone with an interest in Cambodia is encouraged
to participate.

Voting:

Assuming there is a consensus that the group soc.culture.cambodia
should be created, voting will take place from 1 to 30 July 1993.
Voting instructions will be published in a Call for Votes to the same
newsgroups that see this Request for Discussion.

                       for the proposed newsgroup
                          soc.culture.cambodia

This is a Call for Votes on the proposal to create a new newsgroup,
soc.culture.cambodia.

Proposed Charter:

The purpose of the group is to exchange news and information about
Cambodia (Kampuchea), its people, culture and history, and the
Cambodian language (Khmer). Up to now, there has never been a place
to discuss these issues. This newsgroup will provide a place to

VOTING PROCEDURE
================

Everyone interested in the question of whether to create the group
soc.culture.cambodia is invited to vote. Votes must be E-MAILED to the
address below. Votes that are posted to the net will not be counted.

VOTING PERIOD: The voting period will run from Thursday, 8 July 1993,
through Wednesday, 4 August 1993. All votes must be received at the
address below prior to midnight on 4 August.

WHERE TO SEND VOTES: The address for sending votes is:

     Internet: [email protected]
     Bang path: ...!uunet!dialogic!jamesm

HOW TO VOTE: A valid vote is an E-mail message that contains an
unambiguous statement for or against the creation of the group
soc.culture.cambodia. Suggested wordings are:

I vote YES on the creation of soc.culture.cambodia as proposed.

I vote NO on the creation of soc.culture.cambodia as proposed.

However, any wording is suitable as long as it's unambiguous. Votes
must not have conditions ("I vote yes if..." or "I vote no unless...");
such ambiguous votes will not be counted. Votes or opinions on
anything other than the creation of soc.culture.cambodia will be
ignored.

I will periodically repost this Call for Votes, along with a list of
people whose votes have been received so far. (No indication as to
how they voted will be given until after 4 August.) If you have voted
but don't see your name on the list, vote again; only the last valid
vote from each person will be counted. If you have not yet voted, but
see your name on the list, complain loudly!

RESULTS: The results will be posted to the net shortly after 4 August
1993, along with a list of voters and how they voted. In accordance
with Usenet rules, there will then be a five-day period during which
anyone may challenge the recording of his/her vote. Once any
corrections have been made, the results are final.

The newsgroup soc.culture.cambodia will be created only if the YES votes
outnumber the NO votes by at least a 2:1 margin, and if there are at
least 100 more YES votes than NO votes. If either of these conditions
is not met, the proposal fails and must wait at least six months before
being put once more to a discussion and vote.

Voting ended at midnight EDT on 4 August 1993 on the proposal to create
a new Usenet newsgroup soc.culture.cambodia. There were 96 votes in
favor of the proposal and 21 opposed. These votes are listed below.
I would like to thank everyone who took the trouble to vote.

The proposal meets the requirement that at least two-thirds of the
votes be in favor, but it falls short of the requirement that the
plurality in favor exceed 100 votes. The proposal therefore fails.

There will now be a five-day waiting period, during which anyone who
voted may correct the way in which his/her vote is recorded. Please
send any corrections to me at [email protected]; you may also post
them to news.groups if you wish.

Assuming that there are not enough corrections to change the result of
the vote, the result will be final five days after the posting of the
present message. In accordance with the Usenet guidelines, no further
proposal for a soc.culture.cambodia newsgroup should be made for at
least six months.

This is a request for discussion of a new newsgroup, tentatively to be
called "soc.culture.cambodia".

The proposed group is unmoderated, and is for all those who are
interested in all aspects pertaining to Cambodia.

Cambodia is a beautiful country in South East Asia, with rich fertile
land, and culture. Unfortunately, Cambodia is well known for the wrong
reasons: 'The Killing Field', 'The Khmer Rouge', and 'Pol Pot'. The
Khmer Rouge regime (1975-1979) was oppressive, there was no right to
dream, think, speak, and even live for the many innocents who lost
their lives.

After the 'Killing Field', many Cambodians became refugees. We are
scattered in many parts of the world including America, Canada, France,
United Kingdom, Australia etc. This news group will provide a forum
for us to be in contact. Also, after the most costly United
Nations operation in history which culminated in a free election last
year, there are many topics of interests for discussions including:
relief aids, human rights, political and economical developments, travel
opportunities. Lastly, Cambodia's neighbours
Laos, Thailand, and Vietnam all have their own news groups,
and so do most South East Asian countries: Burma, Malaysia, Singapore,
Indonesia and Philipines.

I hope that you will help make for a lively discussion. Thank you for
your kind attention, and possible participation.

                       2nd Request For Discussion

Proposed Charter:

The purpose of this group is to exchange news and information about
Cambodia (Kampuchea), its people, culture, history, and the Cambodian
Language (Khmer). This will also be a forum for the Cambodians who
have been scattered around the world (Australia, Canada, France,
United Kingdom, and United States) to contact each other and find
out information about their native country.

Rationale:

There has never been a usenet forum to discuss these issues.
Discussions have been limited to "soc.culture.thai",
"soc.culture.laos", "soc.culture.vietnamese",
and "bit.listserv.seasia-l" (mailing list SEASIA-L).

Status:

Unmoderated.

Discussion & Voting:

The discusssion period will last until 20 July 1994. Comments on this
proposed newsgroups should be posted to the "news.groups". Anyone
with an interest in Cambodia is encouraged to participate in the
discussion.

A Call For Votes (CFV) will be posted on the 15th of August 1994, and
will end on the 15th of September 1994. The vote will be run by a
neutral third party.
