Due to the large amount of articles posted to "soc.culture.china" everyday, it
is becoming increasingly difficult for an ordinary netter to look through all
the articles and find something of his(her) interest. Since more than half of 
the postings are politics-related, many readers are calling for creation of a
new newsgroup concentrating on political ( or non-political) topics. It is
hoped that such a new forum should lessen the bandwidth of s.c.c.

This is a proposal to create a politics-related newsgroup under the name of
something similar to "soc.culture.china.politics" or "soc.politics.china". It 
is for our discussion to decide:

1. whether this news group is necessary, 
2. what its name should be, 
3. its charter and whether it should be moderated, and
4. if creation of more groups ( like "soc.culture.china.help") is necessary.

Following the usenet regulations, the discussion will be taking place on 
"news.groups", and will last for at most a month. Please direct your opinions
to that group instead of "soc.culture.china".  If a general consent can be
reached within the period( hopefully), A "Calling For Vote" notice will
be posted to all related newsgroups in due time.
