Voting opened on September 4th and closed at midnight on October 2nd 1992.  In that period a total of 203 votes were received, 192 in favour of the creation of the newsgroup and 11 opposing its formation.  One ambiguous vote remained unresolved at the close of voting.  These results exceed the guideline requirements for the formation of a new newsgroup, which are that there be at least 100 more votes in favour of the group than against, and that at least two thirds of the votes be in favour.  The guidelines now call for a five-day waiting period, beginning when this posting appears in news.announce.newgroups, during which objections to the vote tally or vote procedures may be raised.  The appropriate forum for such discussion is news.groups, to which followups have been directed.  If no serious objections are registered by the end of the waiting period the group will be created by David Lawrence, moderator of news.announce.newgroups. It really looks like someone ran some /etc/passwd files through an automated yes-vote sender.
