This is a formal Request For Discussion on the creation of an unmoderated
newsgroup, soc.genealogy.hispanic

This RFD has been posted in accordance with the Guidelines for Newsgroup
Creation.  Its language is based on previously submitted RFDs.

CHARTER

The soc.genealogy.hispanic newsgroup will be open to discussion of all
aspects of Hispanic genealogy.  The precise definition of "Hispanic" is
somewhat open to debate, but is generally considered to relate to
Spanish-speaking people or cultures.

It is hoped that soc.genealogy.hispanic will provide a forum for the
discussion of Hispanic genealogy which encompasses and links together
all of the diverse Spanish speaking cultures in both hemispheres and
allows for appreciation of the underlying similarities, as well as the
unique aspects, of all of these Hispanic cultures in relation to
genealogical research.

Language shall not be restricted to English.  Volunteer translators
will help out as needed. If there is need, a rotating committee will
be formed which will handle translation requests so the group will not be
deluged with many copies of the same translation.

Subjects such as software and other 'generic' genealogy are
best posted to the appropriate group unless the poster is not
proficient in the English language and needs to write in Spanish.

evidenced by the discussions of Hispanic genealogy that appear regularly
on other newsgroups, such as soc.genealogy.misc and alt.genealogy in
addition to several newsgroups in the "soc.culture" hierarchy.  We
believe this is sufficient to justify the creation of an Hispanic
newsgroup in the "soc.genealogy" hierarchy.

There were 134 YES votes and 22 NO votes, for a total of 156 valid votes.
There were 4 abstains and 4 invalid ballots.
