Proposed newsgroup: misc.consumers.house.homeowner-assn, an unmoderated discussion group for owners and residents of home owners associations (HOA) in planned unit developments, condos, townhouses, etc.  12% of the U.S. population lives in such associations. Attorneys, accountants, and managers working with HOAs are also encouraged to participate.  RATIONALE: misc.consumers.house.homeowner-assn  According to the report "Residential Community Associations" prepared by the Advisory Committee on Intergovernmental Relations, about 12 percent of the U.S. population resides in about 150,000 common interest developments such as condominium complexes, townhomes and other planned unit developments.  Common interest developments -- commonly referred to as homeowner associations-- are based on the "garden city" concept developed in England circa 1900 by Ebenezer Howard and later brought to the United States.  Their numbers have grown dramatically in the U.S. since 1960. The owners elect governing councils that set policy for the association and enforce the association's "governing documents," acting in the words of one observer much like "private governments."  The potential for conflict between the interests of the individual owners and those of the homeowner association, as well as the growing complexity and body of statutory and common law governing homeowner associations, generates a large amount of controversy, confusion and questions.  Herein lies the key rationale for the creation of a newsgroup dedicated to homeowner associations.  A search of existing USENET newsgroups on Jan. 1, 1996 identified no newsgroups on homeowner associations.  Only one newsgroup could be located remotely related to the proposed topic: misc.consumers.house. A review of postings to this list reveals it is apparently targeted to consumer-oriented homeownership topics such as home remodeling and improvement and not topics related to ownership and residence in common interest developments.  Since May of 1994, a listserver dedicated to homeowner association issues, [email protected], has been in operation.  It currently has about 225 members from California, Arizona, Pennsylvania, New England and other areas of the U.S.  The list is comprised of homeowner association residents, board members and professionals who serve HOAs such as attorneys, managers, accountants and other consultants. Frequently the postings to HOA-List have produced lengthy discussion threads on management, legal and financial and other topics that would be more appropriate to a newsgroup rather than mailing list protocol. Since about 30 million Americans live in homeowner associations, it is expected that the greater exposure misc.homeowner-assn would have in the cyberspace community as compared to the existing HOA-List would generate significantly greater interest and message traffic than that which currently exists on the HOA-List.  Once established and if message content and volume warrants, it is anticipated that the proposed newsgroup would be formed into secondary levels.
