Up until that time, a total of 226 votes were received. 213 of those votes were in favour of creating the newsgroup and the remaining 13 votes were against. Both criteria for newsgroup creation were met, ie. o YES votes - NO votes = 213 - 13 = 200 > 100 o Minumum number of YES votes => 2/3 * 226 ~ 151 (actual number of YES votes was 213).
