GROUP NAME


It has been suggested that the name of the group be changed from
soc.culture.punjabi to soc.culture.indian.punjabi.  It is felt that
because the Punjabi region is on the Indian subcontinent this must be
reflected in the group name.

Since the RFD on a Punjabi newsgroup that was previously posted, I am 
posting a new one on 2 July 1994.  If it is determined that a group is
required, a Call For Votes (CFV) should begin no later than 1 August 1994.
I will be in France at that time, so I invite anyone who is interested in
arranging the details of the vote, if one is to take place, to come forward 
now.

I have received, so far, 18 responses to my questionnaire on the subject,
which was posted on soc.culture.indian and soc.culture.pakistan.  Here is
a tabulation of responses.

Responses: 18

Would not read any Punjabi newsgroup: 2  

(Those answering this were not required to answer any other questions, and 
so are removed from subsequent data.)

Would read a single Punjabi newsgroup: 16
Would read both an Indian-Punjabi and an Indian-Pakistani newsgroup: 6.
Would read only an Indian-Punjabi newsgroup: 7, and 1 "maybe."
Would not read either of the split newsgroups: 2

(Conclusion: there is broad support among respondents for a single 
newsgroup, and no clinching support for any of the split options.)

Would prefer "soc.culture.punjab": 10
Would prefer "soc.culture.punjabi": 6

Would prefer it unmoderated: 16
Would prefer it moderated: 0

Would not like anything specifically excluded from the newsgroup 
charter: 12.
1 responded that Pakistani issues should be excluded, 1 that politics
should be excluded, 1 that religion should be excluded, and 1 that
provision should be made for future modification (I am not sure that 
this is possible).

The 13 respondents who said they would read one or both of the split
newsgroups gave 8 in favour of using "punjab", 5 "punjabi"; 13 in
favour of unmoderated groups, 0 for moderated; 10 did not want any
subject excluded from the charter, 1 wanted India vs. Pak wrangling
excluded, 2 wanted politics excluded.

On the basis of this I suggest the following preliminary draft for
a charter.  The purpose of this discussion period is to a) make any
necessary changes, or propose an entirely different charter, and b)
to determine whether this newsgroup is really necessary.  In order 
to determine the latter, it would help if those interested would 
post on the net their opinion on whether or not this newsgroup is
necessary, and why, or why not.

the Punjab, since the West Punjab was predominantly Muslim and the 
East Punjab predominantly Hindu and Sikh.  The Punjab therefore lies
today in two countries.

Punjabi ethnicity is clearly defined, with a distinct Punjabi language
and a Punjabi culture.  Following the population displacements of
partition in 1947, there are many Punjabis who live outside the Punjab.

Abstract:

SOC.CULTURE.PUNJAB is an unmoderated group for the discussion of any
and all issues that concern the Punjab and the Punjabi people, whether 
they be resident in the Punjab or not.  The discussion of issues that are 
of purely general interest to India, Pakistan or the world, and concern
