Now it is time to vote. Following the how-to-vote instructions there is a modified group charter. The modifications are  not very significant to the original proposal. Up until that time, a total of 226 votes were received. 213 of those votes were in favour of creating the newsgroup and the remaining 13 votes were against. Both criteria for newsgroup creation were met, ie.     o  YES votes - NO votes = 213 - 13 = 200 > 100     o  Minumum number of YES votes => 2/3 * 226 ~ 151 (actual number of       YES votes was 213).  	Traditionally, the list of YES voters follows. Following it is a list on NO voters. My thanks to all of you who have participated in the process.  	I will pland to create the newsgroup after a week of this posting (that is on Monday, March 5, 1990).
