We, a group of Thai students who are abroad, think it is the right time to

The voting period for soc.culture.thai ended on the 20th April, 1991. 
There were 327 valid votes, 27 against and 300 for.  Therefore, the result of
the vote satisfies both criteria of the guidelines for USENET group creation,
